Concord Man Faces Assault, Disorderly Conduct Charges
Witness allegedly heard screams from apartment.

A man is facing assault and disorderly charges after allegedly kicking a woman in the face inside his Downtown Concord apartment last month.
Shane Christopher Masters, 33, of Concord, was arrested at 1:12 a.m. on Dec. 5, and charged with simple assault (personal weapons) and disorderly conduct.
According to a Concord Police arrest report, three officers were sent to 154 N. Main St. for a domestic dispute. Upon arrival, they met up with three individuals in the hallway between floors near the apartment in question.

One officer reported speaking with a woman who “had redness around her mouth” who had “the odor of an alcoholic beverage coming from (her) mouth as she spoke.” She was emotional and her speech was slurred, the officer reported. When the officer asked if she and Masters had been drinking, she allegedly stated, “What do you think? Of course we have.” The officer asked the woman what had happened and she answered, nothing, and denied calling police. She reportedly kept repeating that she was upset about losing a friend.
Officers then went to talk to Masters who reportedly let officers into his apartment.

“I immediately noticed that Masters was intoxicated,” the officer wrote. “He was unsteady on his feet, his speech was slow and slurred.”
Masters allegedly told the officer that he had broken his finger but rejected medical attention for the injury.
At this point, another officer emerged at the apartment after speaking to a witness who alleged that he saw Masters kick the woman in the face. Masters, allegedly, denied the act, and blamed it on someone else.
The reporting officer alleged that Masters’ “story changed several times” adding that, “It was obvious that he was not being honest with me.”
The officer then went to talk to the woman and asked if she had grabbed Masters’ finger and she “looked at me with a confused look and then said she didn’t touch Masters,” the officer wrote.
Another witness alleged that she saw Masters kick the woman in the mouth with his right foot, which caused bleeding from the lip and gums. Another witness reported that she called police after she heard someone yelling for assistance after Masters allegedly pulled a woman’s hair.
Masters was arrested but did not go quietly, according to the report. He allegedly resisted being searched and was screaming “at the top of his lungs” while in an elevator with officers and outside the apartment building, according to a report, so police added the disorderly conduct charge to the arrest.
While being booked, Masters allegedly “made faces at the camera” and was otherwise uncooperative and was not given bail.
During the last 12 months, Masters has been arrested on a number of charges ranging from disorderly conduct, criminal mischief, and bail breaches, according to police reports.
