Concord Police Arrest Congolese Teen Two More Times
Tembasi allegedly stole cash, EBT cards from others.

A teenager who lives on the Heights and was arrested on a string of charges early this month was re-arrested on two different dates last week on various charges.
, 19, of Concord, was arrested on Aug. 21, and charged with three counts of receiving stolen property and a default or breach of bail conditions charge.
He was arrested at 11:40 a.m. on Pleasant Street.

The alleged victims in the first case were a sibling and his parent, both Concord residents. Police allege that Tembasi stole two , which were recovered, and a VISA debit card that was recoverd.
Tembasi, who also goes by the name of Eric T., was arrested again at 11:57 a.m. on Aug. 29, and charged with criminal trespass, theft by unauthorized taking or transfer, and default or breach of bail conditions.

Police allege that Tembasi, stole $60 from a teenager who attends .
Tembasi refused bail in both arrests and was arraigned on Aug. 22, and Aug. 30.
