Concord Police Log: Out of Control Man Arrested After Being Thrown from Jeep

Plus, drunk drivers arrested and teen from Deerfield allegedly smashes door at Concord High.

Randall E. Whitehead, 64, of Brookside Drive in Concord (pictured), was arrested at 9:20 p.m. on Sept. 28, on felony criminal restraint, simple assault, and obstructing the report of a crime or injury. Police were called to a domestic between a couple on 23 Brookside Drive. When they arrived, they spoke with a woman who stated she had received a phone call from her mother asking to be picked up since her husband, Whitehead, was allegedly “drunk and out of control.” The officers could hear Whitehead yelling in the background. When the woman arrived, Whitehead allegedly wouldn’t let her in. The mother later snuck outside and then two got into the first woman’s vehicle to leave. However Whitehead allegedly “started banging on the passenger side window,” so hard that the women thought it might break. The mother rolled down the window to try and calm him down and he allegedly reached inside and grabbed her. She tried to push him away but was unsuccessful. The other woman began to drive from the scene until Whitehead reportedly let go and fell to the ground. She then called 911. The mother reported to police that the fight was about finances. They reportedly fought before church and afterwards. She threatened to call police and Whitehead allegedly threw her phone across the room. Later, Whitehead went out, bought some wine, and started drinking, and they started fighting again. Three witnesses reported seeing Whitehead grabbing onto the Jeep before it pulled away. Later, at the Concord Hospital ER, Whitehead was being tended to and was arrested.

Collin MacLean, 17, of Ridge Road in Deerfield, was arrested at 11:23 a.m. on Sept. 24, for criminal mischief and disorderly conduct charges. An officer working as the school resource officer at Concord High School reportedly saw a glass window shattered on a steel door near the Common A lockers. There were two students nearby and the SRO asked if they knew who broke the window and both alleged that MacLean had done it. They stated that he “appeared very angry and after he smashed the glass and walked by them, they observed him bleeding from his hand.” The SRO caught up with MacLean and he allegedly denied punching the window. The officer reported that he was bleeding from his hand. When asked more questions, MacLean allegedly became in enraged and began screaming obscenities in front of staff and students. “F--- this school,” he alleged stated. “F--- this place … this is a f---ing joke.” He was advised to stop screaming but didn’t and was arrested.

Laurelyn Estes, 24, of Bailey Road in Chichester, received a summons at 3 p.m. on Oct. 6, on suspended registration charge after a traffic stop at the Walmart parking lot on Loudon Road.

Jared Wayne Wiegand McGuire, 21, of Mount St. Mary’s Way in Hooksett, was arrested at 11:15 a.m. on Oct. 9, on a bench warrant. He was seen walking on Old Turnpike Road and arrested after the officer found out he had a warrant for nonappearance in court charge on a controlled drug act charge, $695 cash to settle.

Ryan Kelly, 21, of Holly Street in Concord, received a summons at 5:40 p.m. on Oct. 9, on a possession of an alcoholic beverage – public property charge. He was reportedly drinking a Labatt’s Blue at the skate park by the Everett Arena.

Devin Aaron Baillie, 36, a homeless man now located in Concord, was arrested at 8:40 p.m. on Oct. 9, on a default or breach of bail conditions charge. While on North Main Street, an officer observed a man stumbling on the sidewalk and instantly recognized him as Baillie. The officer asked if he was OK and realized that he as “highly intoxicated,” allegedly in violation of his bail provisions, and he was arrested.

William Ernest Clifton Jr., 50, a homeless man now located in Concord, was arrested at 10:44 p.m. on Oct. 9, and charged with felony habitual offender and driving while intoxicated. A tip came in about a black Ford pickup truck that was “all over the roadway on I-393” heading toward North State Street. An officer caught up with the vehicle at Lake Street and reportedly saw it cross a double yellow line and pulled it over. The driver, Clifton, was allegedly “drooling on himself” and slurred his words. He agreed to field sobriety tests and was arrested.

James Wilson, 35, of Pleasant Street in Leominster, MA, received a summons at 8:10 a.m. on Oct. 10, on a driving after revocation or suspension charge after a traffic stop on Loudon Road. His license was suspended in Massachusetts for payment default of a fine on April 10.

Michael William Hicks, 49, of North Curtisville Road in Concord, received a summons at 9:30 a.m. on Oct. 10, for consumption of liquor on private property outside of the Walgreens on Loudon Road.

Craig A. Cegelis, 43, a homeless man now located in Concord, was arrested at 12:07 p.m. on Oct. 10, on a criminal trespass charge. Officers checking out the area around I-393 for campsites came across Cegelis who was allegedly “just hanging out” on the Pan Am Railroad property. He was arrested for trespassing.

Cory Allen George, 25, of Bridge Street in Andover, received a summons at 12:50 p.m. on Oct. 10, for negligent driving. He received the summons after a three-car crash on North State Street.

Joseph Vicinanzo, 27, of Beacon Street in Concord, received a summons at 4:46 p.m. on Oct. 10, for driving after revocation or suspension and suspended registration after a an accident on Fisk Road. He was suspended for default court summons on Sept. 9, and suspended on Aug. 4.

Derek Lewis Tingley, 23, of Main Street in Chichester was arrested at 11:45 p.m. on Oct. 10, on two counts of driving while intoxicated and a conduct after an accident charges. An officer on North Main Street reportedly saw a red GMC Sierra strike a parked car and keep driving from the scene. The officer got in a cruiser and began to follow the truck, later pulling it over on Loudon Road. After pulling the vehicle over, the officer spoke with the driver, Tingley, who allegedly smelled like alcohol. Tingley reportedly didn’t realize he hit the car. After some discussion, he agreed to a field sobriety test and was arrested.
