Concord Twins Face Charges
Mother alleges that one teen vandalized home while the other was charged with felony false imprisonment.
Teenage brothers are facing charges, one a felony, after an incident last week on Pleasant Street.
Timothy Rodrick Russell, 17, of Concord, was arrested at 10 a.m. on April 14, and charged with false imprisonment, a felony, and harassment. His brother, Thomas Russell, 17, of Concord, was arrested at 7:38 p.m. on April 14, on a criminal mischief (vandalism) charge.
According to a Concord Police Department arrest report, officers were called to Pleasant Street for a report of a domestic. A woman at the home reportedly told an officer that she was having problems with her twin sons while she was caring for one of the teen’s infant sons.

One witness stated that the problems started when she reportedly stayed away from the apartment and when she returned, Timothy and another person were angry with her and began yelling. The alleged root of the anger allegedly was that the teen had to walk home from work at a local grocery store.
The teens then allegedly began walking around the apartment “turning over picture frames as well as taking pictures down from the walls, yelling the entire time,” according to a witness.

Timothy then allegedly blocked his brother Thomas from talking with his mother. Clothes were also thrown around the house as the chaos ensued, according to the report. The teens allegedly threw stuff at one of the women while she tried to sleep. They were also reportedly locked out of the apartment for a couple of hours, a witness stated.
The officer spoke to the twins and warned them their behavior bordered on domestic violence, something that would not be tolerated, according to the report. The officer alleged that the twins “both made light of this and began to quiz me about various legal points and what my authority would be to arrest them.”
The officer alleged, “It was evident that neither boy grasped the gravity of their behavior as being criminal.”
Officers then cleared the area. However, a few minutes later, they were called back to the apartment after it was alleged that Timothy was again blocking his mother from moving about the apartment.
When the officers arrived, they reportedly heard “loud banging in the kitchen” and “two male voices laughing loudly.” The officers entered the apartment after knocking and receiving no answer.
The woman was reportedly seen holding an infant and crying, and alleged her son blocked her path in the kitchen.
Timothy was then arrested, booked and later, released on $5,000 personal recognizance bail. He is due in court on May 15.
Thomas was later arrested for allegedly knocking over picture frames. Digital pictures were submitted as evidence. Russell turned himself into police. He was later released on $2,000 personal recognizance bail and is due in court on May 20.
