CRIME LOG: Campton Woman Arrested for Willful Concealment
The following information was supplied by the Concord Police Department. It does not indicate a conviction.

- Joseph Lecouffe Jr., 47, of Concord, was arrested at 11:21 p.m. on June 11, on a prowling charge. Officers were called to Springfield and Norwich streets for a report of a suspicious person. A woman out walking her dog reported that there was a subject behind his neighbor’s house. The man walked back and forth and reportedly mumbled and then left the scene. Officers searched the area and one caught up with Lecouffe near Conant Drive. Officers alleged that Lecouffe was wearing a sweatshirt, jeans, and sneakers that had grass stuck in them, while carrying an open umbrella. Lecouffe was soaking wet, according to police, and showed signs of being nervous and had a hard time making eye contact. Lecouffe reportedly told officers he was out walking and was in the neighborhood and cut through a lawn at one point. He reportedly stated that he was also near the dentist office on Clinton Street near where the caller reported the suspicious man. He was later arrested and released on $2,000 personal recognizance bail and is due in court on July 15.
- Christine Dunn, 28, of Concord, received a summons at 5:14 p.m. on June 12, on a driving after revocation or suspension charge. An officer eyeing traffic on Fisherville Road saw a Toyota Echo with what appeared to be an expired inspection sticker and stopped the car at North State Street and Sewalls Falls Road. The woman, Christine Decker, provided the officer with a Kentucky license. The inspection sticker was valid, according to the report. However, the license from Kentucky was suspended on Aug. 6, 2012, for failure to pay a court fine. She was released on a summons and is due in court on July 15. After clearing the scene, the officer found out that Decker had another name and that her FR status was also suspended.
- Pralad Thapa, 17, of Concord, received a summons at 10 p.m. on June 17, for operating without a valid license. An officer was dispatched to Loudon Road, the Morning Star Apartments, for a report of a crash in the parking lot. Dispatch advised that one of the drivers was “acting strangely.” The officer made contact with the caller and the other driver, Thapa, who was still strapped inside a 2000 Volvo. The officer stated it appeared as if Thapa had backed into another vehicle. The other driver reported that Thapa was “talking funny” but later, it was revealed that Thapa and passenger were refugees from Nepal. Thapa was given a field sobriety test and passed it, showing no signs of impairment. His license status, however, was pending, with a driving test scheduled for the next day. Thapa reportedly stated that he thought that he had the OK to drive because of the application and was at the parking lot practicing when the accident occurred. He was given a summons and is due in court on July 29.
- Kourtni Alexia Cosgro, 20, of Concord, was arrested at 8:17 p.m. on June 18, on a conduct after an accident. The charge stems from an alleged incident June 13, involving three mailboxes and a vinyl fence on Wedgewood Drive. Cosgrow turned herself into police. She was released on $500 personal recognizance and has a court date on July 29.
- Sarah Louise Leech-Black, 29, of Campton, was arrested at 8:40 p.m. on June 20, and charged with willful concealment and default or breach of bail conditions. While working a detail for an event at the Concord Food Co-op, a store employee asked for assistance with a shoplifter. An employee alleged that Leech-Black took a bottle of juice and put it in her purse. Leech-Black removed the bottle from her purse but allegedly stated that she bought it at Market Basket and had thrown the receipt away. “The bottle was a very fancy, organic brand that I knew was not sold at Market Basket,” the officer wrote in the report. Leech-Black, who appeared to be very skinny and had a sunken appearance, reportedly was “lethargic in her movements and spoke very slowly,” according to the report. Leech-Black reportedly said she was at the Red River Theatres earlier with friends who lived with her in Campton. Another officer arrived while the reporting officer viewed video of Leech-Black which later allegedly revealed that she took the bottle from a cooler and placed it in her purse. Leech-Black was arrested and was issued a no trespass order. Also allegedly found in her purse was a jar of salsa and a wine opener from the event. Leech-Black was released on $2,000 personal recognizance bail and is due in court on July 29. The next day, the officer spoke with the Campton Police Department and found out that Leech-Black was arrested on May 31, for allegedly stealing a bottle of wine from a store there and the default charge was added.
- Michael Conrad Michaud, 30, of Allenstown, was arrested at 7:18 p.m. on June 21, on an issuing bad checks charge from July 27, 2012, at Outdoor World on Sheep Davis Road. Allenstown Police arrested Michaud and Concord took custody of him at the Merrimack County Savings Bank on Manchester Street. He was later released on $2,000 personal recognizance bail. Michaud is due in court on July 29.
- Caitlyn Emilee Ladd, 25, of Boscawen, was arrested at 5:24 p.m. on June 21, and charged with theft. An officer was called to Sears at the Steeplegate Mall for a report of a shoplifter that was being cooperative. According to the report, Ladd allegedly admitted to stealing about $58 worth of clothing, later calling it “a stupid mistake.” The loss prevention employee stated that Ladd was allegedly browsing aisles, selected a shirt, ripped off the tags, and placed it in her purse. Two more shirts were allegedly taken and she later left the store without paying for them. Ladd was arrested and later released on $2,000 personal recognizance bail and will be arraigned on July 29.
- John S. Tonkin, 52, a homeless man now located in Concord, received a summons at 12:33 p.m. on June 22, on a possession of alcoholic beverages, public property. Officers on bike patrol rode down a dirt path off Stickney Avenue near the railroad tracks and observed three individuals on private property. One, Tonkin, allegedly had an open 24-ounce can of Natural Ice beer sitting next to him. He was issued a summons and is due in court on July 29.
- Michael Dana Morin, 50, of Penacook, received a summons at 12:33 p.m. on June 22, for criminal trespass. Morin was hanging around near the NH DOT building while bike patrol checked the area. He was told on May 30, to not be in the area again. He received the summons and is due in court on July 29.
