CRIME LOG: Canterbury Teen Allegedly Caught with Beer in White Park

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Noble M. Bowen, 34, of Concord, received a summons at 4:50 p.m. on July 30, on a possession of alcoholic beverages charge. Officers were called to the clock tower at Eagle Square for a report of an intoxicated person. A parking enforcement officer reported seeing a man drinking a Natural Ice beer earlier on the sidewalk, according to a report. Upon arrival, officers found the man and alleged that there was a can of beer on the ground between his feet. When informed that public consumption was not allowed, Bowen reportedly apologized and dumped the beer in the bushes. He was later issued a summons. Bowen is due in court on Sept. 16.
  • Scott M. Lyon, 31, of Concord, was arrested at 12:32 a.m. on Aug. 1, on a driving while intoxicated charge. While driving northbound on Broadway, an officer reportedly observed an SUV make an extremely wide left hand turn from Stone Street onto Broadway, failing to stop at the intersection, and then, accelerate at a high rate of speed. The officer caught up to the vehicle on South Street and alleged that it crossed over the white fog line and yellow line while traveling. At the intersection of South and Perley streets, the officer signaled the cruiser’s blue lights but the SUV allegedly kept driving, and turned onto Thorndike Street, where it reportedly stopped. “Upon contacting Lyon, I immediately detected the odor of an alcoholic beverage coming from his breath,” the officer wrote in the report. “I noted his eyes to be extremely glassy as well as bloodshot.” When asked for his license and registration, Lyon allegedly said, “I’m fine.” The second time, Lyon reportedly handed over his license. When asked for a third time for his registration, Lyon allegedly replied, “I just gave it to you.” The officer spoke to Lyon for a bit and then asked him to get out of the SUV for a field sobriety test, which Lyon agreed to do. The officer reported that Lyon allegedly had difficulty exiting the SUV and standing in one place. He was later arrested and allegedly became upset and argumentative. He was released on $1,000 personal recognizance bail and had a court date on Aug. 12. He was also issued a summons for a yellow line violation.
  • Joshua M. Lessard, 21, of Concord, was arrested at 1:08 p.m. on Aug. 2, on a driving after revocation or suspension charge. While on South Main Street, an officer reportedly observed a 1992 Honda Civic being driven by Lessard and realized that he was stopped in July on a suspension charge. The officer re-checked Lessard’s license and found out that it was suspended on July 21, 2013. The officer stopped the Civic outside of the Concord Food Co-op and took him into custody. He was later released on a small summons and is due in court on Sept. 9.
  • Tyler J. Meisenburg, 19, of Penacook, was arrested at 2:06 a.m. on Aug. 3, on a simple assault (personal weapons) charge. Officers were called to Washington Street for a report of a fight between a parent and son where a knife may have been shown during the altercation. According to the report, the two were fighting about Meisenburg’s sales job. The father alleged that his son was being disrespectful and wanted him to leave. He then alleged that his son was standing at the top of the stairway with a knife in his hand. The father reportedly knocked the knife out of Meisenburg’s hand and a fight ensued between the two. The fight ended when the mother stepped in, according to the father. Officers spoke to Meisenburg about what happened as well as the mother and a sister and Meisenburg was taken into custody. He was later released on $1,500 personal recognizance bail and is due in court on Sept. 9.
  • Desiree Krista Smith, 19, of Canterbury, was arrested at 2:26 a.m. on Aug. 4, on an unlawful possession of alcohol charge. After seeing two unoccupied Saturns parked in the parking lot of White Park, officers set out on foot to search the park for any problems. While officers searched the park, dispatch reported that two women were seen approaching one of the vehicles. The officers returned to the parking lot and spoke to one woman, who allegedly smelled like alcohol, and allegedly admitted to drinking a beer earlier in the evening. The woman told the officer she was OK to drive and was planning on driving home. The woman agreed to a field sobriety test. During the process of the test, another woman appeared in the passenger seat of another vehicle and was asked to step out of the car. The second woman, Smith, also allegedly smelled like alcohol and appeared to be intoxicated. Smith allegedly told the officer she hadn’t been drinking but was later arrested. An open bottle of Magic Hat #9 beer was allegedly found where she was sitting, according to the report. Smith was later released on $1,000 personal recognizance bail and is due in court on Sept. 9.
  • Marcia Foss, 40, of Newport, was arrested at 2:23 a.m. on Aug. 5, on a bench warrant. Officers were called to South Spring Street for an attempted burglary. One of the suspects, Foss, had an active warrant out from June 12, by the Merrimack County Superior Court for failure to appear. During the course of the investigation, officers determined no burglary occurred. However, the complainant reportedly stated that Foss was staying in the area. Foss’ Ford Taurus was located a few blocks away and she was located in an apartment near the car. She was arrested and later, held without bail and arraigned on Aug. 5.
  • Althea L. Shea, 43, of Pittsfield, was arrested at 10:30 a.m. on Aug. 6, on a possession of drugs charge. An officer patrolling the parking lot of the Walmart on Loudon Road pulled up behind a Jeep Cherokee that was parked in the fire lane. The officer approached the vehicle to speak to the passenger who reported that he was waiting for two girls who had gone into the store. As the officer was speaking with the passenger, she allegedly saw a multicolored glass pipe packed with marijuana. When asked about the pipe, the passenger said he didn’t know anything about it. About two minutes later, Shea arrived at the Jeep and confirmed to the officer that it was her car. When asked about the pipe, Shea reportedly told the officer that she found it under her seat. When asked if there was any more marijuana in the vehicle, Shea first allegedly said she didn’t think so but then stated that there might be. Shea allegedly pulled a bag of marijuana out of her purse. She was arrested and later, released on $1,500 personal recognizance bail. Shea is due in court on Sept. 9.
  • Robert Anthony Passarelli Jr., 20, a homeless man now located in Bow, was arrested at 9:14 a.m. on Aug. 7, on a bench warrant. Officers were called to the Cumberland Farms on North Main Street for a report of homeless people hanging around the back of the building. Police ran the names of the three people through dispatch and Passarelli’s name came back with a warrant for nonpayment of fine on a possession of a controlled drug charge, with $302.50 cash to settle. He was later released on $1,500 personal recognizance bail and is due in court on Aug. 26.
  • Carmelito Escalera, 41, of Concord, was arrested at 6:45 p.m. on Aug. 8, on a simple assault (personal weapons) charge. An officer reportedly overheard a conversation between Escalera and a woman on the porch of an apartment on West Street. Escalera made his way to the top of a porch and allegedly violently shoved the woman and she fell to the floor. The officer ran to the scene and told Escalera to stop, which he did. The officer spoke to the woman who stated that she and Escalera, her husband, had been having words all week. She said she had enough, yelled at him, and he allegedly shoved her. Escalera alleged that his wife had been bad mouthing him and when he called her out on it, she said something that was offensive to him so he allegedly shoved her. Escalera was later arrested and released on $2,500 personal recognizance bail. He’s due in court on Sept. 9.
