CRIME LOG: Concord Teen Arrested on Felony Burglary Charge
The following information was supplied by the Concord Police Department. It does not indicate a conviction.
Karen Ann Wardner (aka Melott), 33, of Concord, was arrested at 9:50 p.m. on Jan. 18, on three felony counts of possession of controlled drugs and four warrants. Donald R. Boisvert, 44, of Concord, was arrested at 9:45 p.m. on Jan. 18, on a felony possession of controlled drugs, driving after revocation or suspension, and two bench warrants. An officer was called to Route 106 at the Loudon town line at around 7 p.m. for a 2001 Volkswagen Passat off the side of the road. The officer spoke to the owner of the car who stated that his brother, Boisvert, was using the car and didn’t know why he was not with the car. Boisvert, the officer noted, had active warrants. Later in the evening, around 9:30 p.m., the officer was called to the Shell Station on Loudon Road for a woman throwing up near the building. The woman, Wardner, was “shaking and had extremely glassy eyes,” and stated that she thought she had eaten something bad. Wardner was wanted for nonpayment of a fine out of Concord District Court on driving charges with $929 cash to settle and a nonappearance in family court in Manchester for $1,000 cash. She was also wanted on a Stafford County Superiour Court for nonappearance with $620 cash to settle. Boisvert was in the Dunkin’ Donuts and he was arrested on the suspension charge. During processing, officers allegedly found a Suboxone 8 mg packet in his wallet and that charge was added. Wardner was also arrested on the warrants and officers allegedly found her in possession of three 10 mg tablets of Diazepam, two Suboxone 8 mg strips, a methamphetamine pipe, and five bags with methamphetamine residue. “Inside this brown bag where all the drugs were found was a pink wallet containing an EBT card with Karen Wardner’s name on it,” the officer alleged, and those charges were added. He’s due in court on March 3; she was held on cash bail.
Hilary R. Wolfman, 38, of Moultonborough, was arrested at 2:23 a.m. on Jan. 24, and charged with driving while intoxicated. At around 1:40 a.m., an officer was dispatched to Concord Hospital for a report of a patient attempting to drive away from the hospital while on medication. The officer found the car unoccupied and later, spoke with security, who stated that the woman was now waiting for a ride. About seven minutes later, the officer received an alert from dispatch that the woman had left the hospital in her car. The officer found the vehicle traveling east on Pleasant Street and pulled the vehicle over at Gale Street. While talking with the woman, Wolfman, the officer alleged that “she was very confused and fragmented” and had difficulty finding her license and registration. Wolfman agreed to field sobriety tests and was later arrested. She also received a summons for driving on divided ways. She was released on $2,000 personal recognizance bail and had a court date on Feb. 10.
Robert Earl O’Neill IV, 23, of Concord, was arrested at 12:53 a.m. on Jan. 26, on two driving while intoxicated charges. While driving on North State Street, an officer noticed a Hyundai sedan with its driver’s side headlight out. The officer followed the car and reportedly clocked the vehicle going 41 mph in a 30 zone. The car was pulled over near the Hood plant. The driver, O’Neill, had his license and registration ready but when the officer leaned over to grab them, “I was overwhelmed by what I recognized to be the odor of alcohol that was emanating from the driver’s window.” During interaction with O’Neill, he allegedly denied knowing that the headlight was out. O’Neill agreed to a field sobriety test and was arrested. He was also cited for uninspected vehicle and given warnings for the headlight and speeding. He had a court date on Feb. 10.

Jason R. Parent, 30, of Derry, was arrested at 3:34 a.m. on Jan. 26, on a warrant. A sergeant pulled over a 2009 BMW between Exits 12 and 13 on I-93 south that may have been involved in a domestic incident in Water Valley. Dispatch confirmed that the driver, Parent, had a 12-hour domestic stop and arrest warrant. Parent reportedly admitted to having a drink at a wedding and agreed to field sobriety tests. He was deemed not impaired but taken into custody on the warrant. The officer transported Parent to the Grafton County House of Corrections.
Gavin S. Ray, 22, of Concord, was arrested at 5:05 p.m. on Jan. 26, on a theft by unauthorized taking or transfer charge. The charge stems from an alleged incident at the Walmart on Loudon Road on Nov. 3, 2013, involving a men’s sweatshirt valued at around $22. Kayla Ray, 22, of Concord, was arrested at 5:35 p.m. on Jan. 26, on a theft by unauthorized taking or transfer charge. The charge stems from an alleged incident at the Walmart on Loudon Road on Nov. 3, 2013, involving a women’s peacoat valued at around $40. An officer was called to North State Street for a motor vehicle accident in the parking lot of a business. Both Gavin Ray and Kayla Ray had active warrants and were taken into custody.

Nyabunguye Tembasi, 21, of Concord, was arrested at 10:40 a.m. on Jan. 27, on a criminal trespass charge. An officer was called to the Concord Public Library for a report of a trespasser. Tembasi had received a previous no trespass order on Feb. 14, 2013. Library staff had a new letter drafted three days before on Jan. 24. The officer approached Tembasi and asked what he was doing in the library and he reportedly stated he was returning some books. Tembasi allegedly admitted that he knew he wasn’t supposed to be in the library but added that he was only returning books. He was arrested and given another copy of the new no trespass letter, that was active until 2015. Tembasi was released on bail and had a court date on Feb. 10.
William A. Whicher, 21, of Alton, was arrested at 12:31 p.m. on Jan. 28, and charged with theft. Officers were sent to Spencer Gifts at the Steepegate Mall for a shoplifter that was being held in the store. The officers spoke with Whicher about the incident, which allegedly involved a silver necklace, valued at $12.99, and he was arrested. He’s due in court on March 10.
Anthony C. Loeser, 25, of Concord, was arrested at 2:30 p.m. on Jan. 28, on a criminal liability for another charge from Jan. 19, on Thompson Street. The incident allegedly involved damage to a 1992 Ford Taurus. Loeser turned himself in to police. He is due in court on March 3.
Rachel A. Bianchetta, 38, of Tilton, received a summons at 6 p.m. on Jan. 28, for transportation of alcohol/open container, a nip of Jagermeister, while in the parking lot of the Panera Bread on Fort Eddy Road. Bianchetta agreed to a portable breath test and the reading was 0.00 BrAC. She had a court date on Feb. 24.
Robin Lynn Lane, 46, of Concord, was arrested at 11 a.m. on Jan. 29, on a felony habitual offender charge. At around 10:40 a.m., an officer reported seeing a vehicle going the wrong way on the Rundlett Middle School access road. The driver reportedly stopped, backed up, turned around, and proceeded west in the correction direction. The vehicle was stopped near Winant Street. The driver, Lane, reportedly told the officer she was doing a favor for a friend and didn’t have her license. When asked if she had a license, Lane allegedly stated that she didn’t “and knew that she wasn’t supposed to be driving.” Dispatch later confirmed that Lane was a certified habitual offender (Sept. 28, 1998), and she was arrested. She refused bail and was arraigned on Jan. 30.
William S. Caiazzo, 41, of Boscawen, was arrested at 11:52 a.m. on Jan. 29, and charged with driving after revocation or suspension and driving without giving proof. While in the parking of Lun Hing monitoring traffic, an officer observed a black tow truck take a left turn onto Bog Road, which has no thru trucking on the road. The truck was pulled over near Cheryl Drive. Caiazzo was questioned and said he was heading to Webster. He reportedly said he didn’t see the no trucking signs at the intersection. Caiazzo's license, however, was suspended in August 2013, for unsatisfied judgment and the registration was suspended for lack of insurance. Caiazzo was arrested and is due in court on March 10. He also was cited for a no trucking violation.
Jade Mitchell, 17, of Concord, was arrested at 1:53 p.m. on Jan. 29, and charged with burglary, a felony, criminal trespass, and receiving stolen property. The charges stem from incidents on Nov. 7, 2013, on Brodeur Street. The theft allegedly included an xBox 360, a wireless controller, and a Grand Theft Auto IV game. Mitchell turned himself in to police on the warrant. He’s due in court on March 10.
