CRIME LOG: Homeless Woman Charged with Assault

Plus, Concord woman arrested on multiple DWI charges.

Heidi May Sweeney (pictured), 36, a homeless woman now located in Concord, was arrested at 1:05 p.m. on June 13, and charged with simple assault and default or breach of bail conditions. Officers were sent to The Friendly Kitchen for a report of an altercation between a man and a woman. The man was at the gazebo smoking while the woman was in the dining room. The officers spoke to the man who reportedly stated that he went into the soup kitchen to get a sandwich and realized that the woman, later identified as Sweeney, was sitting at a table and he wasn’t allowed to be near her. He ate the sandwich and the left. While waiting for a cab, Sweeney came out and confronted him. The two began to argue and she allegedly “attacked him and hit him in the face.” The man denied touching her and said he didn’t want to press charges. The officer told the man he should have left when he saw the woman and he allegedly changed his story, saying he saw her after he finished eating his sandwich. Two other officers showed up and spoke to Sweeney and the first officer joined them. Sweeney alleged that the man was “stalking her,” wouldn’t leave her alone, and called her names. When he got in her face, she allegedly pushed him away. Sweeney also alleged that the man shoved her. The officer went to look at security video and it appeared to back up the man’s side of the story. She was arrested and had a court date on July 28.

Jason T. Cooper, 28, a homeless man located in Concord, was arrested at 11 a.m. on June 14, on warrants, one a felony. An officer was looking to speak to a man regarding a case and saw the man walking with Cooper near Pleasant Street. Cooper, however, had warrants out of Merrimack Superior Court for a willful concealment charge and nonappearance in court on June 11, on a felony possession of a narcotic and resisting charges. Cooper was arrested and held without bail.

John Robert Phillips, 50, of Portsmouth Street in Concord, was arrested at 2:05 p.m. on June 14, on a warrant. While on North State Street near Knight and saw a vehicle with a license plate that expired in 2015 but an inspection that expired in June. A check of the vehicle revealed an arrest warrant out of Tilton for theft by deception. The officer stopped the vehicle and spoke to the driver, Phillips, who allegedly was unaware of any issues with the Tilton Police Department. He was arrested and is due in Franklin District Court on Sept. 4.

Alissa A. Fannie, 41, of Pinehurst Street in Concord, was arrested at 2:41 p.m. on June 14, on a bench warrant. Officers were called to an apartment on Pinehurst Street to check on the welfare of a woman after receiving a call from the VNA, who had arrived at the location to administer home care to the occupant, Fannie. Fannie’s children greeted the woman, and no one was able to wake her up for about 30 minutes. After waking up, she allegedly “was rude and acting unusual.” After some discussion with all involved about the living situation, dispatch revealed that there was a warrant for her arrest for nonpayment of a fine, $224 cash to settle, and Fannie was arrested. She had a court date on June 30.

Julia S. Wagner, 27, of Joffre Street in Concord, was arrested at 2:29 a.m. on June 15, and charged with aggravated driving while intoxicated and two counts of driving while intoxicated. An officer was listening to the scanner and state police were reporting a possible reckless operation/DWI heading north on I-93 before the Bow Junction interchange with I-89. The reporting party remained on the line with dispatchers and described the vehicle as a silver SUV connected to a home on Wilson Avenue. While heading to South Main Street by Exit 12, the officer met up with a silver SUV that appeared to be traveling at a high rate of speed well to the right of the road and in the breakdown lane. The vehicle was pulled over on Joffre Street after it turned onto the street. The officer approached the vehicle and stated there allegedly was “an obvious odor of an alcoholic beverage coming from the vehicle.” The driver, Wagner, was allegedly slurring her speech but agreed to field sobriety tests. She was allegedly unsteady on her feet and was placed under arrest. A witness alleged that the SUV was driving around 50 mph and veering in and out of lanes and was “all over the highway,” so the man called 911.

Jeffrey A. White, 53, of Concord Street in Concord, received a summons at 6:01 p.m. on June 15, for passing of items to or from the occupant of a motor vehicle. An officer on bike patrol, checking the Capitol Commons Garage, saw a panhandler step in the road and take money from an SUV. The officer went to speak the panhandler and identified him as White, by his Florida ID. White allegedly denied taking money from the vehicle. Another officer spoke to the person in the in the vehicle who allegedly admitted to giving the man $1. “White started to yell and scream that all the Concord Police do is harass the homeless,” the officer alleged. “White started to yell and swear that he beat this charge once and he will beat it again.” The officer gave him a summons and he was arraigned on July 14.

Nicole T. Aubert, 36, of Washington Street in Concord, was arrested at 8 p.m. on June 15, on a theft by unauthorized taking or transfer charge from the Walmart on Loudon Road on Feb. 17. An officer was sent to Walmart for a past tense theft and spoke to the loss prevention employee who stated that she had been working the day before and had witnessed a theft involving two heavy set women with one attempting to exchange items in a cart, about $130 worth, that hadn’t been paid for. The employee followed the two women around the store and later, took down the license plate of the vehicle she was driving. The employee also provided video surveillance of situation. The officer checked the license of the vehicle and found it belonged to a man in an apartment on Washington Street and the licenses of the women who made the exchange. One, Aubert, had a warrant from Feb. 22, from a previous theft incident at Walmart. The officer went to Washington Street, called for backup, and spoke with Aubert about the incident. “I noted that Nicole was wearing the same red shirt as the female in the video surveillance, and appeared to look like the female,” the officer alleged. Aubert wrote a statement and was arrested. She was arraigned on July 14.

Kendra L. Robitelle, 25, of South Spring Street in Concord, was arrested at 8:21 p.m. on June 15, on a theft by unauthorized taking or transfer charge from May 26, at the Walmart on Loudon Road. An officer on Loudon Road saw a pickup truck go through a red light at Hazen Drive. The vehicle was pulled over and the officer spoke with Robitelle, who stated she was on her way to the police station to turn herself in on a warrant. She was arrested on the theft warrant and transported to headquarters. Robitelle was arrested on July 14.
