CRIME LOG: Trespassers Detained Along the Railroad Tracks
The Concord Police Department supplied the following information. It does not indicate a conviction.
Thomas A. Calkins, 50, of Concord, was arrested at 1:13 a.m. on May 18, and charged with driving while intoxicated, possession of drugs, and possession of controlled drugs. While in the parking lot of a business on Fisherville Road observing traffic, an officer saw a Dodge Charger with New York plates pull out of a neighboring business’ parking lot “moving unusually slow.” The car turned right heading north without using a directional and began to accelerate. The officer caught up with the car and clocked it going 45 mph in a 30 zone. The vehicle stopped at the intersection with Borough Road with the Charger stopping “approximately three feet past the stop line at the intersection.” The car made a tight turn onto Borough Road and while driving on the road, reportedly weaved between the white fog line and double yellow line. The car was stopped on Blueberry Lane. The driver, Calkins, spoke with the officer about everything he had done during the evening, including a stop for food at the Szechaun Gardens and eggs at Irving. Calkins allegedly denied drinking but the officer “noticed a faint, but distinct odor of an alcoholic beverage from his breath, and his eyes were bloodshot and glassy.” Calkins agreed to take field sobriety tests and was arrested. During an inventory of the vehicle, an officer allegedly found marijuana and a pipe in the center console of the vehicle. Calkins had a court date on June 2.
Marshall L. Ross, 28, of Penacook, was arrested at 11:11 a.m. on a bench warrant. Officers were called to a domestic on Elm Street involving a custody issue. En route, dispatch explained that the mother of the children had left them with her boyfriend, Ross, and the father was there trying to pick up the children but Ross allegedly wouldn’t let him so the father allegedly threatened him. The officers spoke with the father and determined no crime had been committed. They tried to talk to Ross, who had an active bench warrant for nonappearance in court on April 16, but he allegedly wouldn’t answer the door and later, told the officers to get off the property. A sergeant arrived and so did the mother, and the officers decided to tell the father to go to court in the morning and settle the issue. Ross was later taken into custody and had a court date on May 27.
Brian David Herra, 51, a homeless man now located in Concord, was arrested at 5 p.m. on May 18, on three bench warrants. While on bike patrol near the Department of Transportation building on Stickney Avenue, officers came in contact with Herra who had three active warrants out of Concord District Court for nonappearance in court on criminal trespass charges. He was arrested and held on $2,500 cash bail. He was arraigned on May 19.

Wayne R. Eastman, 66, a homeless man located in Concord, received a summons at 5:38 p.m. on a criminal trespass charge. Officers on bike patrol on the railroad tracks behind the old state liquor store warehouse came in contact with Eastman who was sitting on a milk crate on private property. He had previously been told on April 13, not to be in the area and he was issued a summons. He’s due in court on June 30.
Shelby E. Weston, 48, a homeless man now located in Concord, was arrested at 6:43 p.m. on May 18, on a warrant. Officers on bike patrol came across Weston at the intersection of North Main and Storrs streets and found he had an active warrant from May 12, and was arrested. He had a court date on May 27.

Craig Laber, 52, a homeless man now located in Concord, received a summons at 6:56 p.m. on May 18, on a criminal trespass charge. Officers on bike patrol allegedly found Laber on the railroad tracks sleeping near The Friendly Kitchen. Earlier in the day, Laber was found near the DOT building and told not to be on the tracks because he was trespassing. He was given a summons and is due in court on June 30.
Derek Michael Deline, 32, of Penacook, was arrested at 9:22 p.m. on May 18, and charged with simple assault, default or breach of bail conditions, and a bench warrant. Police were called to a domestic on Village Street with a woman alleging that Deline punched her. An officer interviewed Deline who reportedly stated he was eating with a neighbor when the woman came to the apartment to collect her things. As she went to leave, she requested money, and Deline said No. He alleged that she became “combative and she started to flip out” and kicked him in the mid-section and slapped his face. Deline reportedly stated he called the woman’s mother and helped to move more of her things out and the woman flipped out again. Another officer spoke with the woman who alleged that the two got into a fight about her plans to sleep somewhere else that night. She alleged that Deline thought she was calling police and “tried to take her phone” and ripped her pants in the process. “(She) said Derek then hit her in the face and held her down on the ground until her mother arrived,” the report alleged. A check of Deline revealed he was on pretrial services for an assault in February and had an active warrant from March 26, out of Goffstown District Court on an operating without a license charge, and he was taken into custody. A witness alleged seeing Deline “bent over the girl while he was holding her down on the ground.” He’s due in court on June 30.
Charles Edward Varn, 65, of Concord, was arrested at 10:20 p.m. on May 18, on false report to law enforcement and unsworn falsification charges from Feb. 27, at the TD Bank on North Main Street. Bow Police arrested Varn on the warrant. He’s due in court on June 30.
Deborah Goodwin, 57, of Concord, was arrested at 9:43 a.m. on May 19, on a bench warrant. An officer was sent to an apartment on Rollins Street for a report of a theft. The caller, Goodwin, had a bench warrant from Aug. 14, 2013, for nonpayment of fines, $1,005 cash to settle on an aggravated DWI charge. She was arrested and had a court date on May 20.
Debra Foote, 49, of Pittsfield, was arrested at 3:20 p.m. on May 19, on a bench warrant. An officer saw a GMC Sonoma driving on Loudon Road without an inspection sticker. A check was done on the vehicle and the owner, Foote, came back with a nonappearance in court warrant out of Concord District Court from May 8. Foote was arrested at the 7-Eleven on Loudon Road, where she had stopped. She had a court date on June 3.
Jill M. Riel, 32, of Penacook, was arrested at 8:18 a.m. on May 20, on a warrant. Officers were sent to an apartment on Summer Street in Penacook for a civil standby while a person retrieved some items from the home. While there, they learned that there was an active warrant out of Derry for Riel and she was arrested.
Shawn M. Sullivan, 30, of Concord, was arrested at 5:55 p.m. on May 20, on two counts of possession of prescription drugs without a prescription and possession of controlled drugs from an incident on May 14, at an apartment on Centre Street. He turned himself in to police and is due in court on June 30.
Keenan Manning Hibbard, 28, of Bow, was arrested at 7:58 p.m. on May 20, on a theft of services charge from Cherry Street on Dec. 11, 2012, and a warrant. Bow Police arrested him and Concord Police went to Bow to pick him up. The warrant was out of Merrimack County Superiour Court with $776.88 cash to settle. He refused bail and was held. Hibbard was arraigned on May 21.
Dean A. Remick, 44, of Penacook, was arrested at 8:43 p.m. on May 20, on a bench warrant. Officers were sent to the gazebo on Washington Street for a report of people drinking outside. They spoke with Remick who had an active warrant from Feb. 15, 2013, out of Concord District Court with $500 cash to settle. He was arrested and held. Remick was arraigned on May 21.
