CRIME LOG: Woman Charged with Tagging a Car with Graffiti
Also, homeless people arrested and summoned around the city on various charges.

William George Strickland Jr., 54, a homeless man now located in Concord, was arrested at 10:41 a.m. on June 11, on a bench warrant and consumption of liquor on private property charge. Also charged was Wayne R. Eastman, 66, a homeless man now located in Concord; Craig Laber, 52, a homeless man now located in Concord; Janet Laurie Smith, 47, a homeless woman now located in Concord; and Shelby E. Weston, 48, a homeless man now located in Concord; all on consumption of liquor on private property. According to a number of arrests and summonses reports, officers were on bike patrol on the north end of Storrs Street near the parking area and railroad tracks when they encountered a number of individuals in the woods near the Concord Center on Ferry Street, allegedly drinking Natty Daddy beers on private property. The officers checked with dispatch to see if there were warrants for anyone and Strickland had a bench warrant from June 9, for nonappearance in court and he was arrested. The others received summonses.
Michael Burke, 43, of School Street in Concord, was arrested at 2:32 a.m. on June 12, on two bailing jumping warrants and an acts prohibited charge from April 22, and May 8, at Concord District Court. He was also charged with possession of a controlled drug. While on North Spring Street near Warren, an officer saw a Ford pickup truck pull over near 32 N. Spring St. The officer recognized the man as Burke, someone who had two active warrants. Dispatch confirmed the warrants and that he had a suspended license from October 2012, and he was arrested. During a search, the officer allegedly found marijuana and a pipe. Burke posted $500 cash bail and had a court date on July 28.
Yves M. Toussaint, 22, of Riverview Street in Brockton, MA, was arrested at 8 a.m. on June 12, on a bench warrant out of Berlin from May 29. He turned himself in to police and was due in court on July 9.

Shaine P. Maynard, 35, of Cherry Street in Concord, was arrested at 9:15 a.m. on June 12, on a receiving stolen property charge from the Radio Shack on Fort Eddy Road on June 9. He turned himself in to police and had a court date on July 21.
Courtney Noonan, 20, a homeless woman now located in Concord, was arrested at 10:40 a.m. on June 12, on a bench warrant. She was arrested at Concord District Court on a warrant out of Exeter District Court for nonappearance on May 22.

Craig A. Cegelis, 43, of Pleasant Street in Concord, was arrested at 12:30 p.m. on June 12, on a simple assault charge from May 29, in an apartment on 136 North Main Street. Cegelis was arrested at his home and released on personal recognizance bail. He had a court date on July 21.
Felicia Sweatt, 28, of North Main Street in Concord, was arrested at 8:29 p.m. on June 12, on a simple assault charge from April 15, at the McDonald’s Restaurant on South Main Street. She turned herself in to police and had a court date on July 28.
James N. Tsoupas, 36, of Concord, received a summons at 9:15 a.m. on June 13, for driving after revocation or suspension. At Loudon Road and Stickney Avenue, a 1994 Mercedes E-Class made a left turn on a red arrow and the officer pulled the vehicle over. The officer spoke to Tsoupas and saw that a passenger appeared to be having a medical incident and children in the car. He reportedly stated they were heading to the bus station so the passenger could catch a bus to Manchester and go to a medical appointment because the passenger couldn’t drive. Tsoupas’ license was suspended on April 16. He was given a summons for the license violation, red light violation, and child restraints violation, and had a court date on July 14.
Benjamin M. Berry, 37, a homeless man now located in Concord, was arrested at 10:33 a.m. on June 13, on a bench warrant out of Concord District Court. He turned himself in to police and had a court date on July 28.
Tammy R. Cantara (pictured), 45, of South Street in Concord, was arrested at 11:36 a.m. on June 13, on a criminal mischief charge on May 30, outside the Aspen Dental on Loudon Road. Cantara allegedly defaced a 1999 Toyota Avalon owned by a woman she knew with offensive graffiti. She turned herself in to police and had a court date on July 28.
Cory Allen George, 24, of Bridge Street in Andover, was arrested at 11:50 a.m. on June 13, on a felony theft by unauthorized taking or transfer charge. Officers were called to Sears for a shoplifter in custody. An employee alleged that George stole infant clothes and socks totally nearly $59. Since he had two previous misdemeanor convictions, the charge was elevated to a felony. He had a court date on July 28.
Alexander R. Mahan, 20, a homeless man now located in Concord, was arrested at 1:04 p.m. on June 13, on a default or breach of bail conditions charge. Officers were called to The Friendly Kitchen on Commercial Street for a report of an altercation between a man and woman. The woman alleged that Mahan was calling her names. Mahan reportedly told the officers that the woman shoved him up against a wall. One of the officers looked at security video and confirmed the push but alleged that Mahan “engaged in an altercation” and “had the opportunity to leave but did not.” A check of Mahan found a bail order issued on April 24, that required him to be 300 feet away from the woman. He was arrested and held on $2,000 cash bail. He had a June 16 arraignment.
Desiree M. Charter, 28, of Storrs Street in Concord, was arrested at 6:08 p.m. on June 13, on a bench warrant. While on Storrs Street, a sergeant and an officer saw Charter and checked to see if she had active warrants and she did for nonappearance in court on a theft by unauthorized taking charge from June 12. She was held on $218 and was held.
Kenneth Paradis, 29, of Whittemore Drive in Litchefield, was arrested at 7:51 p.m. on June 13, on suspended registration and driving after revocation or suspension charges. An officer running radar on Village Street in Penacook clocked a 2005 Chrysler PT Cruiser going 46 mph in a 30 mph zone. The vehicle was pulled over and the officer ran a check on the driver, Paradis, and found his driving privileges were suspended on June 12, for a default court summons. Paradis wasn’t aware of the charges and was arrested. He had a court date on July 14.
Richard J. Patrolia, 61, of Mattakeesett Street in Pembroke, received a summons at 5:57 p.m. on June 13, on an operating without a valid license. On Loudon Road near Sheep Davis Road, an officer saw a van towing a camper and noticed a brake light that wasn’t working. The vehicle was stopped near the Makris Lobster & Steak House. The driver, Patrolia, had a Massachusetts license but it had expired on May 19. “I advised Patrolia that his license had expired and he seemed genuinely surprised,” the officer reported. He was given a warning for the brake light and had a court date on July 14.
