Former Concord Teacher Arrested Again

Robert McHugh was charged last week with domestic violence-simple assault, criminal mischief.

A former Concord High School social studies teacher who was arrested around this time last year on two assault charges was arrested again last week, according to a Concord Police report.

Robert D. McHugh, 39, of South Street in Concord, was arrested at 6:58 a.m. on March 12, 2015, and charged with domestic violence-simple assault, simple assault, and criminal mischief.

Police were called to a home on West Street at around 6:30 a.m. for a report of a man involved in a domestic disturbance who had fled the area in a black sedan.

Upon arrival, officers met with a woman who stated that her ex-husband, McHugh, had been at the home to visit with a family member who was having a birthday. After he arrived at the home, the two reportedly began to argue. There have been “continuous problems in the recent history with the two of them being unable to get along,” according to the report.

The woman warned McHugh that if he didn’t stop arguing with her and causing problems that he would have to leave, according to the report. McHugh allegedly tried to walk upstairs to tell the family member that he was leaving but the woman requested that he not make a scene on her birthday, and attempted to stand in the doorway to block him from going upstairs.

“(The woman) told me that Robert then pushed her into the door jam causing her arm to strike the door in order to get by her,” the officer alleged. “Robert then yelled up the stairs to the girls that he was leaving. Robert head-butted the front door causing the storm glass window portion to shatter on the ground. There was a shade over the window which prevented Robert from cutting himself.”

McHugh allegedly fled the scene and the woman told officers that she thought he lived on South Street now. Other officers headed to South Street, saw his black Hyundai sedan in the parking lot, and went up to his apartment and arrested him.

McHugh reportedly told officers that he wished to comment about the incident and filled out a written statement. He was released on $6,000 personal recognizance bail and is due in court on April 20.

According to posts on Patch, this isn’t McHugh’s first arrest.

In February 2014, he was arrested on two assault charges against his wife and allowed to continue teaching at Concord High School despite the allegations. McHugh was also arrested in January 2011, on a simple assault charge, according to the Concord Police.

About a month after his arrest last year, an agreement was reached between McHugh, Concord District Court, and the prosecutor’s office to put the assault charges on file without a finding for six months pending good behavior and a domestic violence evaluation. That was later expanded to 36-week domestic violence program which was due for a follow-up review next month.

According to court documents, McHugh was suspended from teaching for a short time period in the spring of 2014 due to alcohol related issues and was recommended for permanent dismissal.

After numerous inquiries about the status of his employment, a school official informed Patch that McHugh was put on leave in September 2014.
