According to a police report, at just before 2 a.m., officers received a tip from a witness who reported that a driver was “all over the road” and almost hit a parked vehicle near the Yellow Submarine on Loudon Road. The witness followed the vehicle until the driver got to the Bank of America on Storrs Street and later, submitted a witness report. The reporting officer arrived at the scene and pulled up behind the vehicle where the driver – Bullot – was reportedly accessing the ATM machine.

“I walked up to the vehicle and noticed the vehicle's driver side wheel on top of curb adjacent to the ATM,” the officer alleged. “I asked Bullot to pull her vehicle forward in other to speak with her. Bullot then asked me why she was being stopped. I told Bullot that we had a complaint about her vehicle almost hitting another vehicle. Bullot was advised that officers were there to check her welfare.”

Bullot allegedly gave off “a strong scent” of alcohol as the officer spoke with her but when asked if she had been drinking, reportedly stated she had “a few seltzer waters.” She was asked about how many drinks she had and when she started. Bullot reportedly stated she had been drinking around 6 p.m.

“At this time, I observed Bullot’s eyes to be bloodshot and glassy,” the officer alleged, adding that she still was giving off the alcohol odor.

When asked if she would step out of the car, and being told again that it was a welfare check, she allegedly stated, “If somebody thinks I am a danger then I should not be driving,” according to the report.

Bullot was given field sobriety tests and arrested. The report noted that she was given the opportunity to find a sober party to pick her up but refused. Bullot was then taken to Concord Hospital to be medically cleared and then the Merrimack County House of Corrections.

Bullot was arraigned on Dec. 23, 2016.
