Intoxicated Man with Priors Charged with Child Endangerment
Concord Police allege that Lok Gurung violated a protection order and then, while passed out, left a young child near an unfolded knife.

CONCORD, NH — A man arrested a few months ago on domestic assault charges was arrested again after allegedly becoming so intoxicated he couldn’t stay away and taking one of his children from his prior home in violation of a protective order, according to police and court documents. Lok Gurung, 39, of Royal Gardens in Concord, was arrested at 7:40 p.m. on March 19, 2016, for endangering the welfare of a child/incompetent and violation of a protective order.

Police, according to an affidavit, were sent to Concord Gardens for a report of a possible domestic violence ordinance violation. A woman and her child alleged that Gurung had come to the home and taken another child – 4 – from the apartment, a violation of a protective order issued in December after he was arrested on numerous assault charges. The parenting plan, the woman alleged, didn’t allow him to come to their apartment. The exchange was to take place at another residence, on different days.

The child reportedly stated that Gurung came to the home, had a drink, and then left to go food shopping. He allegedly returned, ate with the children, and then, left again with the younger child. When the woman, she learned about the incident. She reportedly stated she believed that Gurung was staying in another apartment of the complex.
The officers headed to that apartment attempting to make contact with Gurung and the 4-year-old allegedly answered the door. The officers spoke to the child and then, checked out the apartment. They allegedly found two empty glasses that smelled like alcohol as well as a large steak knife on a counter.

The officers learned that Gurung was upstairs and went up to speak with him. In one room, they reportedly found a television with a gaming console where the child had been playing games, the report stated. On the table, the officers allegedly found a folding knife with the blade open and exposed.
“This table was easily in reach of (the child) and was at a height that he could access the knife," the officer alleged. "For the safety of (the child), I closed the knife.”
In another room, they found Gurung passed out on a bed and were unable to wake him, even after multiple attempts, according to the report.
“It was immediately apparent to me that Lok had been drinking heavily and the odor in the room was very strong,” the reporting officer alleged. “Lok fell asleep multiple times and was clearly too intoxicated to care for his child. In the nearly hour we were at the residence, he never once asked where his son was nor did he even check on his well-being.”
A Nepali interpreter was arranged to question Gurung and he allegedly admitted that he had entered the other apartment in violation of the protective order. He was then arrested and held.
