Man Allegedly Exposes Himself Outside Concord Catholic School
George Burke of Billerica, MA, and Chichester, was arrested for DWI in late November and then, indecent exposure on Christmas eve.

CONCORD, NH — A man was arrested twice in Concord in one month after an incident outside of a Concord Catholic School, according to a police report and court affidavit. George J. Burke Jr., 42, of Boston Road in Billerica, MA, and/or Pleasant Street in Chichester, was arrested on Nov. 29, 2017, for driving while intoxicated and transportation of alcohol/open container. On Dec. 24, he was arrested again for indecent exposure and lewdness.

According to a court affidavit, an officer was sent to St. John Regional School at around 3:30 p.m. for a report of a man in a sedan exposing himself. The officers spoke to the man – Burke – who was in a Ford Focus, parked at an angle using two parking spaces.

The report noted that the driver’s side of the vehicle was facing South Main Street while the passenger side was facing the school. The reporting officer stated that “a large wet mark” was near the driver’s side door and there was a stream going from a puddle down the parking lot, about 25 feet long.
One officer spoke with Burke while the reporting officer spoke with a witness, a woman in her mid-50s who worked in the area. The witness reported that her car was parked in the church parking lot and when she exited the lot, she saw the man reportedly holding his hands by his groin while standing outside a car. She turned around because “the situation didn’t feel right.” As she drove back, the man was still standing there but she alleged that his penis was out of his zipper and he was holding it.

“I did not see urine coming out,” she wrote in the statement. “I turned around to head back out and he was in the same position.”
The reporting officer spoke to the woman to clarify what she had written, that she did see the subject’s penis outside his pants but that he wasn’t urinating at the time, and she confirmed the statement.
Burke was then arrested for driving while intoxicated and open container, after an officer allegedly found a plastic bottle of vodka, with a little liquid in it, during an inventory search before the vehicle was towed.
On Dec. 5, an affidavit was issued against Burke for indecent exposure and lewdness. He was arrested on Dec. 24.
