Manchester Man Charged with Loitering
Concord Police allege that Scott Titus was casing a South End business; claimed his name was Scott Brown.

A local man is facing two charges after an early morning incident in the South End last month.
Scott D. Titus, 46, of Pine Street in Manchester, was arrested at 2:35 a.m. on Sept. 11, on loitering and possession of controlled drugs charges.
An officer patrolling north on South Street saw a man on a bike without a light riding south near Wilson Street, according to an arrest and court affidavit.

The officer turned around to check on the rider but didn’t see him any longer. So, the officer slowly began checking the area and noticed a subject coming from the front door of Cimo’s South End Deli, at the intersection of South Street and Iron Works Road. The officer noted that it appeared as if he left the front area of the store after the officer arrived and continued south on South Street.
The officer turned on the cruiser’s blue lights and the rider looked back and began slowing down, coming to a stop about 50 feet later.

When asked for an ID, the man said he didn’t have one.
“The subject identified himself as Scott Brown,” the officer alleged, “(but) a records check on the subject came back as not on file and no DMV records.”
The officer asked him why he was at the front door of the business when it was closed and the man stated he was checking to see if it was open. The man reportedly stated he worked for Labor Ready until around 7:30 p.m. and was returning to a friend’s home on Downing Street. The man reportedly stated that his friend left a note stating she was at another friend’s house somewhere on South Street.
“While speaking to this subject, I could see he was sweating profusely even though it was a cool night,” the officer added, “and kept looking away while speaking to him.”
The man also appeared nervous, according to the officer, with long pauses before answering questions and not being able to remember his own age.
While speaking with the man, the officer looked down and noticed a five-digit number on the man’s shorts and realized it might be a county department of corrections or prison number. When asked about the shorts, the man reportedly stated that they were his gym shorts and the number was his locker, but he was allegedly unable to give the name of the gym.
The officer was able to eventually ID the man as Titus and took him into custody for loitering.
Inside the basket of the bike were two tin cans that allegedly contained marijuana. Titus also allegedly dropped a marijuana pipe in the rear prison seat so that charge was added, too. He was held without bail.
