Marshals Searching For Child Sexual Assaulter Accused Of Failing To Register In NH

CONCORD, NH — The U.S. Marshals-New Hampshire Joint Fugitive Task Force is asking for the public’s help finding a Tier 3 sex offender, previously known as homeless in New Hampshire, for failing to register with the police.
Justin Dean Hayes is 30, 5 feet, 8 inches tall, and weighs around 145 pounds. He has brown eyes and red-auburn hair. Originally from Massachusetts, Hayes has several tattoos — including skulls on his right arm, a cross on his left arm, the word “Shaggy” on his left arm, and “Sean Heat” on his chest, Andrew Grillo, of the task force, said.
“Hayes violated his registration requirements when he failed to register with the Manchester Police Department as directed by statute,” he said. “Hayes last registered as homeless in Manchester.”

Grillo said Hayes is a sex offender due to a child sexual assault conviction in Gadsden County, Florida, against a child under 13. According to a report online, he was under 18 when he was convicted of lewd and lascivious molestation of a victim under 12 in December 2008. He was released after two years in prison. Hayes was also previously charged with burglary, probation violation, and grand first-degree larceny, the online report said.
According to superior court records, Manchester police accused Hayes of failing to register online identifiers and duty to inform in December 2021. He was arraigned in March but failed to appear at a dispositional conference in May. He was indicted in June on the charges. A second arraignment hearing was booked for Sept. 6, but Hayes failed to appear again, and a warrant was issued for his arrest. A dispositional conference hearing is booked for Oct. 6 in Hillsborough County Superior Court North.
