Massive NH Heroin Bust: 25 Indicted

Twenty-five people were charged with running a "violent, organized" heroin operation in New Hampshire. Twenty are from Massachusetts.

CONCORD, NH — Twenty-five people who ran a "violent, organized" heroin distribution ring in New Hampshire were indicted in massive bust, according to authorities.

Of those indicted, 20 are from Massachusetts — mostly the Lawrence/Haverhill area — four are from New Hampshire and one is from the Dominican Republic. Authorities said they're still working to identify four people and added two remain at large.

New Hampshire U.S. Attorney Emily Rice announced the bust Wednesday morning. The Drug Enforcement Administration, Homeland Security, and a host of police agencies across southern New Hampshire and eastern Massachusetts were involved in the case.

Rice vowed to "prosecute individuals who are responsible for distributing heroin and who profit on the addiction of others."

"The U.S. Attorney’s Office will continue to work with our law enforcement partners to identify and prosecute individuals who are responsible for the distribution of heroin, fentanyl, and other opiates," Rice said in a statement.

The following individuals were indicted:

  • Alberto Guerrero Marte, 33, of Lowell, Massachusetts
  • Santos Guerrero Morillo, 36, of the Dominican Republic
  • Michell DeJesus, 36, of Lowell, Massachusetts
  • "FNU LNU" (First name unknown, last name unknown), a/k/a Luis Rodriguez Lugo, a/k/a Boss, of Lawrence, Massachusetts
  • FNU LNU, a/k/a Maribel Santiago-Ramos, a/k/a La Cuna, a/k/a Miguelina, of Lawrence, Massachusetts
  • Allison DeJesus, 18, of Lawrence, Massachusetts
  • Jonaly DeJesus, 21, of Lawrence, Massachusetts
  • Allan Raymond Pimentel, 20, of Lawrence, Massachusetts
  • Santo Rodolfo Garcia Mendez, 32, of Lawrence, Massachusetts
  • Wilkin Andre Beltre Arias, 38, of Lawrence, Massachusetts
  • Heibrahim DelValle Baez, 32, of Salem, Massachusetts
  • Alfredo Gonzalez, 49, of Manchester, New Hampshire

The man with the alias Eric Guerrero was also charged with distributing fentanyl.

Heibrahim DelValle Baez and Santos Guerrero Morillo remain at large, police said.

The DEA, which recently called New Hampshire "ground zero" in the national opioid epidemic, said those charged ran a "violent, organized" operation.

“DEA and its law enforcement partners have effectively dismantled the distribution and facilitation elements of this organization that are responsible for putting this poison on the streets of New Hampshire as well as throughout New England," DEA Special Agent Michael Ferguson said in a statement. "DEA will aggressively pursue organizations or individuals who facilitate heroin and fentanyl by allowing out of state dealers to utilize their residences and provide customers to the dealers in order to profit and destroy people’s lives, and wreak havoc in the Granite State.”

An indictment means a grand jury determined a trial is warranted based on evidence in a case.

This case involved New Hampshire State Police, the Hillsborough County Drug Task Force, the DEA, Homeland Security, Manchester police, Massachusetts State Police, U.S. Marshals, Haverhill (Mass.) police, Lawrence (Mass.) police, Lowell (Mass.), and Methuen (Mass.) police, Rice said.
