New Hampshire Stalker, Domestic Assaulter Now Wanted On Burglary, Strangulation Charges
Xavier Rithy Koeut was accused of failing to complete batterer intervention programs; he is now wanted on 16 new charges in the Queen City.

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a felon fugitive with “violent tendencies” now wanted on 16 new charges out of Manchester.
Xavier Rithy Koeut is Asian or white, 26, about 6 feet tall, and weighs 190 pounds. He has brown eyes and black hair. Koeut is currently on parole after being convicted on stalking and domestic violence-second offense charges. While out, he was required to complete batterer intervention programs but was accused of failing to do so, investigators said. Koeut also failed to report to parole employees.
Warrants were issued against him in April and June 2023.

Koeut has since racked up new charges — seven counts of domestic violence, three felony counts of strangulation, and three counts of false imprisonment, as well as criminal threatening, criminal mischief, and burglary charges.
“(Koeut) has a long, violent criminal history that includes, but is not limited to, multiple simple assaults, criminal threatening, stalking-domestic violence, burglaries, false imprisonment, violation of protective orders, breach of bail, criminal threatening, disobeying an officer, breach of bail, and criminal mischief,” a release stated, which is why a “violent tendencies” caution was placed on the alert status.

Koeut has family in both Manchester and Nashua.
