Man Charged with Heroin Possession

Concord Police arrest Jeffrey Bowe on Storrs Street after allegedly finding loaded needles, bags of heroin, and marijuana.

CONCORD, NH - A Concord resident was scheduled to be arraigned earlier this week on drug charges after being arrested last month, according to police arrest reports. Jeffrey S. Bowe, 35, of Charles Street in Penacook, was arrested at 1:51 p.m. on June 15, 2015, on felony possession of controlled drugs and possession of controlled drugs.

An officer was sent to the parking lot outside of the New Hampshire Liquor and Wine Outlet on Storrs Street for a report of possible drug use in a vehicle. A caller reported seeing a woman in the driver’s seat of a Volvo and a man in the passenger seat holding a needle.

The officer parked near the vehicle and reported seeing a man standing between a Volvo and a Toyota Tacoma speaking with the driver of the truck. A woman was in the Volvo and the officer decided to approach the scene.

“When the male subject who was standing between the cars observed me, he appeared to be panicked,” the officer alleged. “He started to go to the open car door and then said something to the driver. I ordered the subject to step away from the car (and) the subject complied.”

Another officer stood by to watch the woman, Bowe, and another person while the first officer looked for any alleged drug use.

There were no signs of drug use in the pickup truck the report stated, but while looking in the Volvo, the officer allegedly saw an orange cap to a hypodermic needle between the seat and the back rest of the front passenger seat. A belt was also reportedly on the floor of the front driver’s seat.

The reporting officer asked Bowe, who was carrying a dog in his sweatshirt, to come over to speak with him. Bowe allegedly had “numerous small plastic bags in the front pocket of his sweatshirt,” according to the report. When asked if there were any needles in the car, he reportedly said that there weren’t any. The officer then spoke to (the woman) who also reportedly denied that there were needles in the car.

“(The woman) appeared very nervous while I spoke with her,” the officer alleged. “I asked (the woman) what the belt on the floor was for. She said that she was going to put the belt on prior to seeing me.”

The officer spoke to the pickup truck driver who stated that he and Bowe were talking about scrapping some metal and had arrived a few seconds before the officers arrived. He seemed confused why officers were speaking to him, according to the report, and was later released from the scene.

Meanwhile, Bowe allegedly admitted to the second officer that he had a marijuana pipe and allowed the officer to take it out of his pocket. After that, the officer allegedly also found a bag of marijuana.

The woman reportedly told the second officer that they met with a family member at the Bank of America to borrow some money and then were going to go to Market Basket. When asked why she parked so far away from the store, “she shrugged her shoulder and didn’t have an answer.” The officer alleged the the woman told him she was a recovering addict and had been clean for six months.

The woman allegedly voluntarily emptied her pockets and had a gauze pad with blood on it. She was asked if anything else would be found in the car after some discussion, allegedly admitted that there were “probably some needles and maybe some heroin” in the vehicle.

She reportedly consented to a search of the vehicle and the officer allegedly found numerous syringes in the woman's purse, two spoons with residue, a small plastic bag of white powder, and a syringe loaded with heroin in the glove compartment. Three other small plastic bags with a light tan powdery substance were allegedly found in the center console. During a pat down, police allegedly found two more syringes, one loaded with heroin, in her jacket pockets.

While speaking with Bowe, he allegedly stated that he was clean, and was arrested for the alleged marijuana possession. However, after processing and speaking with the witness and the woman, a heroin possession charge was added against Bowe.
