Pajama-Clad Florida Man Tased After Fleeing From Concord Police: Watch

Kelvin Bernard Lewis was charged with prowling, resisting after being seen near a stolen vehicle Sunday at bus depot; woman flees from cops.

CONCORD, NH — A random check on early morning activities in the Concord Coach Bus Depot parking lot led to a woman fleeing the area and a man with connections to both Florida and Massachusetts being Tased by police.

An officer running plates and stopping vehicles in the area came across a man who appeared to be taking items out of a vehicle in the northwest corner of the lot of the depot just before 1 a.m. The officer immediately requested backup, noting there was also a woman with the man.

About a minute later, after the arrival of the second officer, the man fled from police toward Herbert Street and The Friendly Kitchen while the woman fled in the opposite direction.

A description of the man was relayed to other officers, including that he had facial tattoos, was in his early 30s, and was wearing pajama bottoms. The officer said they did not get a good look at the woman and did not offer descriptors. She ran toward Interstate 93, an officer said later.

Other officers began to set up a grid, attempting to find the man, and quickly surmised they had him contained in the wooded area between Commercial and Herbert streets and Interstate 393. One officer reported hearing rustling in the woods, according to scanner chatter.

As officers attempted to capture the man, another officer returned to the parking lot to run the plates of the vehicles the pair were with to see if they could identify them. One vehicle, a black Subaru Forester, had New Hampshire plates and was reported stolen out of Massachusetts. The vehicle, the officer said, also had front-end damage. The other vehicle, a Mitsubishi, had Vermont plates, the officer told dispatch.

Dispatch was also requested to see if a New Hampshire State Police K-9 unit was available. Another officer, while on the I-393 onramp, reported seeing what looked like tracks in the grass area sloping the highway.

Around 1:30 a.m., an officer told others they had spotted the man running toward Herbert Street.

“He’s heading to the trails, to the soup kitchen, through the fields,” the officer said while running toward the man.

About two minutes later, another officer requested Concord fire and rescue teams after the suspect was Tased outside 10 Herbert St.

The man, Kelvin Bernard Lewis, 32, currently homeless, reportedly told officers he was from Leesburg, Florida. Dispatch said they had one hit out of Everett, Massachusetts. The dispatcher also said they may know the woman he was with, who happened to live in Seabrook and was in her late 30s, according to scanner chatter. The woman was the subject of a BOLO (be-on-the-lookout) call earlier.

Officers were able to match Lewis' tattoos to the ones listed with the department's in-house information. Later, dispatch was able to confirm Lewis had a suspended license out of Florida.

Lewis was arrested on resisting arrest or detention and loitering and prowling charges.

Officers searched the area, but the woman was not located.

According to online reports, Lewis, a felon, was arrested in Fruitland Park, FL, in October 2017, after being accused of waving a .22 caliber pistol at his girlfriend during an argument. After the argument, he put the weapon in his waistband, and the gun fired into his right calf, the report said.

The report said Lewis, at first, attempted to treat himself but later called 911 for assistance. He was also accused of telling the woman to tell police that someone else shot him. Police, however, did not buy the story after finding an extra magazine for the gun with Lewis' belongings after he was taken to Ocala Regional Medical Center for treatment, the report said.

Lewis was required to stay away from the victim due to a 2004 injunction after being charged with aggravated assault with a firearm with intent to kill, possession of firearm ammunition by a convicted felon, and violation of a domestic violence injunction, a report stated.
