An officer checked the Interstate 93 Exit 13 interchange area but did not see the pickup truck or state police.

About five minutes later, a license plate number was reported to police, and an officer stated it was associated with a Penacook resident living in the Island Shores Condominium complex. The truck was also identified as a white 2023 Toyota Tacoma.

An officer checked the Island Shores area and reported not seeing the truck just before 1 a.m.

A watch commander, after speaking with state troopers, said officers should be looking for a vehicle with significant front-end damage and popped tires.

A few minutes later, an office reported seeing a damaged pickup truck on Broadway near Rollins Park. The officer requested fire and rescue teams to examine the driver.

“He’s not complaining of any injuries, but he does not appear to be all there either,” the officer said.

Concord fire and rescue teams were requested, and New Hampshire State Police also arrived later.

Matthew Capone, 38, of Oceanside, New York, was arrested on misdemeanor charges of driving under the influence and conduct after an incident charges as well as a violation of driving on divided way. A state police spokesperson said the case remains under investigation.

According to scanner chatter, state police dispatch began receiving calls about a wrong-way driver heading north on the southbound side of the highway around 12:45 a.m. and then a crash occured.

Firefighters and EMTs were also requested to the southbound side of Interstate 93 at Mile Marker 36.8, between Exit 13 and Exit 12, for a motor vehicle accident. They found a crash scene at the Exit 13 onramp, according to scanner chatter.

“It looks like (the vehicle) rode the jersey barrier for a bit,” one trooper said. “Definitely significant damage. Both front tires should be out, based on the drag marks.”

State police searched the area but were unable to find the vehicle. One trooper said it appeared the vehicle drove backward to get off the highway. A state trooper also found the front bumper of the vehicle, said it was a Toyota Tacoma, and identified the owner as Capone of Pavilion Drive in Penacook, according to scanner chatter.

At the time of publication, it is unknown whether the incidents were connected. It is also unknown what happened to the driver. A woman was reportedly given a courtesy ride from the scene, an officer said.
