Concord Police officers arrested two people earlier this morning on multiple charges including criminal mischief, assault, drugs, and resisting arrest.
Adam C. Fowler, 23, of Concord, and Haley Martin, 19, of Northwood, were both arrested at around 1 a.m. near the Legislative Parking Garage on Storrs Street.
According to a press release, the officer who first came upon the situation knew that there were graffiti problems in the area and believed she saw two individuals in the area of the garage. The officer began a foot patrol of the area and a short time later, near Dixon Avenue off Loudon Road, allegedly saw a man facing a dumpster “moving his arm in a motion consistent with someone writing,” according to the report. The officer also allegedly saw a woman standing about 10 feet from the man.

The officer reportedly identified herself to the two subjects and told them to stop and they allegedly fled the scene.
“The officer pursued both subjects and was able to apprehend the female,” according to Lt. Timothy O’Malley, the commander of the criminal investigation division of the department. “It was at this time that the female subject assaulted the officer by punching her in the head.”

The officer took the woman, who was later identified as Martin, into custody. While in custody, the officer allegedly found prescription medication and alcohol, according to the report.
Other officers responding to the area were able to reportedly find and take Fowler into custody. While looking around the area, officers allegedly found “multiple ‘tags’ or graffiti in the area where Fowler and Smith had been observed,” according to O’Malley, with black ink that was “wet to the touch.”
Fowler was charged with criminal mischief and resisting arrest or detention. Martin was charged with simple assault, resisting arrest or detention, criminal liability for the conduct of another, possession of controlled drugs, a felony, and unlawful possession of alcohol.
Fowler was held on $4,000 cash bail and was arraigned on Oct. 15. Martin was released on $5,000 personal recognizance bail and will be arraigned on Nov. 19.
