Police: Concord Man Assaulted Others at Homeless Camp
Wiberto Burgos, friend allegedly lash out at tent owner, others.

A Concord man faces simple assault charges after a recent altercation at one of the city’s homeless camps.
Wigerto Burgos, 51, of Concord, was arrested at 6:45 p.m. on Dec. 3, on two counts of simple assault (personal weapons).
According to a Concord Police report, four officers were called to the railroad tracks behind the Holiday Inn for a report of a disturbance.

Upon arrival, the reporting officer wrote of seeing Burgos walking at Storrs Street and Dixon Avenue. While speaking to one of the officers, Burgos alleged that he was “jumped by several people he did not know.” As the officer was talking to Burgos, three other people came up the stairs by Dixon Avenue and alleged that Burgos had attacked them.
“All the parties began to argue with each other,” the officer wrote.

The three alleged that while at the homeless camp, Burgos allegedly had been in another man’s tent and was discovered exiting the tent by the man who owned it. Burgos then allegedly started beating on the tent owner.
All involved allegedly tried to stop Burgos and one of his friends from beating on the alleged victim and others became injured during the scuffle, according to the report.
The officer wrote that she observed injuries on the victims.
Burgos was reportedly double-locked in handcuffs and placed under arrest. He was later released on $4,000 personal recognizance bail.
Burgos has a court date on Jan. 7, 2013.
