Three Arrested at NH State Police Barracks in Concord

Troopers allege that Franklin residents were conspiring to access a vehicle held during a search warrant request process earlier this week.

CONCORD, NH - Three residents of Franklin were arrested this weekend for allegedly trying to access a vehicle impounded by the New Hampshire State Police Department while it was waiting for approval of a search warrant.

Alfred Morin, 31, pictured left; Erik Parker, 44, pictured center, and Melinda Hanks, 51, were all arrested on Jan. 3, 2016, on various charges.

According to state police, on the evening of Jan. 1, 2016, a trooper stopped a Pontiac Aztec on I-93 North in Northfield for defective equipment. Parker was driving the vehicle and was arrested for driving after suspension, subsequent offense, and later, released on bail with a Franklin District Court date set.

During an inventory search, however, troopers allegedly found “evidence of illicit drug activity” and the vehicle was seized and towed to the Troop D barracks on Old Turnpike Road in Concord pending a search warrant application approval.

A passenger in the vehicle – Morin – allegedly provided troopers with false information and was released.

The next night, troopers were tipped off that Morin was “going to attempt to gain access to the seized vehicle at the Troop D barracks to retrieve evidence from the vehicle,” according to Lt. Gregory Ferry.

At just before 3 a.m., a Bow Police officer allegedly saw Morin at the fence line near the I-89 Exit 2 Northbound off-ramp.

“Morin was in possession of a full-faced winter hat and a two way radio,” Ferry alleged. “Troopers responded and Morin was taken into custody.”

Not long after, troopers found Parker and Hanks inside of a “suspicious vehicle,” a Subaru Outback, that was later impounded, too, parked in the Clinton Street park-and-ride adjacent to the Troop D barracks. They were both arrested.

Parker was charged with three felonies – criminal solicitation, attempt to falsify physical evidence, conspiracy to falsify physical evidence and a misdemeanor charge of conspiracy to hindering apprehension or prosecution. Parker is being held on $5,000 cash bail.

Morin has two felony charges against him – attempt to falsify physical evidence, conspiracy to falsify physical evidence and a misdemeanor charge of conspiracy to hindering apprehension or prosecution. Additionally, Morin was wanted by the Gilford Police Department on a felony charge of theft by unauthorized taking or transfer-theft of a motor vehicle. Morin refused the services of a bail commissioner and was arraigned on Monday.

Hanks was charged with a single felony charge of conspiracy to falsify physical evidence and a misdemeanor charge of conspiracy to hinder apprehension or prosecution. Hanks is being held on $2,000 cash bail.
