According to Concord Police arrest reports and court affidavits, officers were sent to the intersection of Thorndike and Grove streets for a report of a domestic disturbance between a couple.

When police arrived, they told the couple to keep their voices down, due to the early hour and that their alleged previous screaming caused a neighbor to call police. At one point, according to officers, they were yelling so loud that it caused several people to wake up and come outside onto the street, the officer alleged.
Ramsay was arrested and allegedly failed to comply by not turning around when told to. He allegedly pulled his arms away as officers tried to cuff him. A woman then allegedly approached another officer from behind while Ramsay was being taken into custody, reaching out with her hands, attempting to grab one of the officers. Other officers took the woman into custody and she allegedly pulled away from the officers and began to kick and scream at them. When one of the officers tried to put her into a cruiser, she allegedly wrapped her legs around the officer. Eventually, she was put inside the back of the cruiser and secured, and then, allegedly spat on another officer during the process.

Meanwhile, Ramsay allegedly continued to resist, stiffening “his body to keep from being placed into the vehicle,” according to officers.
During the process of being taken into custody, Ramsay allegedly kicked one officer and bit, spit at, and kneed another officer in the forehead, according to the reports.
Both were held without bail and arraigned on June 9.
