Two Arrested in Terrill Park on Lewdness, Indecent Exposure Charges
Concord Police allege the men were involved in inappropriate behavior in the park.
An early evening check of vehicles in a park by the Merrimack River yielded sex charges against two local men last month.
Randy A. Green, 54, a homeless man now located in Concord, and Gerald G. Girouard Jr., 46, of Weare, were both arrested at around 7:30 p.m. on April 22, and charged with indecent exposure and lewdness.
According to two Concord Police arrest reports, while on patrol in the area of Old Turnpike Road, an officer decided to go on foot patrol in the area of Terrill Park. The officer pulled into the dirt parking lot and reportedly observed a van and an SUV parked at the end of the lot on the righthand side.

As the officer pulled into the lot, he reportedly observed a heavyset man leaning against the driver’s side van along with another man. As the officer approached the vehicle, he allegedly observed a heavyset man’s head moving inside the vehicle, appearing to perform a lewd act. The other man was sitting in the driver’s seat, with the seat back, and his arms behind his head.
The officer realized, from a few feet away, that a sex act was being performed in the vehicle, and exited the cruiser to speak to the men.

Girouard, the officer reported, was ordered to the front of the vehicle but he allegedly told the officer he had a communication impairment. The officer later pointed to where he wanted him to stand, according to the report, while Green, was ordered to stay in the vehicle.
The officer spoke to Green, who allegedly stated that the two men were just talking. He later added that he wasn’t going to admit to anything.
Girouard allegedly communicated to the officer that it was his first time in the park, that the two men made eye contact, and went from there.
Both men were arrested and charged, released on personal recognizance bail, and are due in court on May 20.
There have not been a lot of arrests at Terrill Park for sexual activities since the city cleared the area back in 2007. According to Patch arrest reports, there have been a handful of arrests in the park since 2011.
The park used to be a hotspot for illicit sexual hookups, according to published reports, until the city cleared wooded areas in 2007, and stepped up police patrols. A dog park was also build in the park the same year.
