While traveling east on Loudon Road, an officer reportedly saw a 2008 Chevrolet Impala parked in the Everett Arena parking lot. The car was running with two subjects in it, with the dome light on.
The officer pulled into the Shell station across the street to observe the vehicle.

After a man, later identified as Towers, got out of the vehicle, the officer drove over to the vehicle and parked behind it. The officer reported that the individuals were talking and laughing. The officer also allegedly smelled marijuana smoke emanating from the vehicle.
The officer approached the vehicle and requested a driver’s license from Towers but he allegedly stated he wasn’t driving. However later, Towers and Garnett both produced identification.
When the officer asked about the marijuana, Towers “seemed surprised,” according to the report, and stated that there wasn’t any in the car. The officer allegedly observed lighters in the driver’s door handle, empty blunt wraps, and cigar wraps.
Dispatch later revealed that Garnett was the owner of the vehicle and the Towers had a suspended license. The officer patted down Towers but didn’t find any marijuana on his persons.
The officer later spoke to Garnett and she allegedly stated, “As far as I know, there is not any weed in the car.” Garnett allegedly stated that she smoked tobacco out of the blunts.
In the passenger seat though, the officer allegedly saw a green grinder, with a green vegetative matter in it, and the odor of marijuana was even more prevalent in the vehicle than outside the vehicle. On the passenger side, there was a large plastic baggie containing several nuggets of marijuana, the officer alleged.
Both Towers and Garnett were then arrested.
The officer allegedly later found a smoking pipe down the left side of the passenger seat, packed with fresh marijuana.
Garnett was later released on $750 personal recognizance bail and is due in court on May 20.
Towers was released on $2,000 personal recognizance bail and has a court date on May 20.
