5 Seabrook Town Employees Arrested On Theft, Credit Card Fraud Charges

SEABROOK, NH — Five Seabrook Department of Public Works employees have been arrested on theft and credit card fraud charges after a New Hampshire State Police investigation.
On March 20, Seabrook police requested state police assist with a theft investigation after incidents were found during “a routine audit of purchases made” by employees, Tyler Dumont, a public information officer from the New Hampshire State Police Department, said.
On Friday, troopers made five arrests at the town’s DPW facility: Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, all of Seabrook, were charged with theft by deception and fraudulent use of a credit card, all felonies. Also arrested were Forrest Carter, 62, of Seabrook, and Herbert Randall, 66, of Effingham, on misdemeanor counts of theft by deception and fraudulent use of a credit card.

“Immediately following the arrests,” Dumont said, “state troopers also executed two search warrants, which resulted in the recovery of items related to the investigation.”
Dumont said all five have been released bail and are due in Hampton District Court on Nov. 14 for arraignment.
