According to police, an officer patrolling a “hot spot” on Merrimack Street near Union when they came across a 2000 Honda Accord, with a lone male driver, parked on the north side of the street.

The officer drove by and then circled the block to position his cruiser to see if the man was in the area for a legitimate purpose. The officer watched for several minutes and then approached the vehicle and spoke with the driver, Deleire, who was reportedly “physically shaking” while speaking with the officer.

Deleire provided an ID and reportedly “attempted to provide a legitimate reason for being in the area” but the officer wasn’t buying his comments and asked him to step out of the vehicle after another officer arrived at the scene. The second officer reportedly observed Deleire carrying a holstered Beretta 9 mm and removed it.

“Deleire grew agitated and stated he was not allowing a search of his person or property,” according to Lt. Brian O’Keefe of the Manchester Police Department. “The officer advised him he was conducting a pat down search to ensure the safety of both officers. While doing so, he felt an object inside of his left front pocket that he believed to be a gun magazine. Deleire began to pull away and forced his own hand inside of his pocket prompting the officer to forcefully pull his hand from his pocket. He pulled out several items to include the fully loaded gun magazine. The officer attempted to calm him down and again advised him that he was conducting the pat down search for his own safety.”

Deleire reportedly dropped the gun magazine and other items on the roof of the Accord and allegedly began “thrashing back and forth” and was placed under arrest.

Additional units arrived at the scene in and attempt to subdue Deleire and he was reportedly sprayed with OC and Tased until he was taken to the ground and handcuffed.

Deleire is due in court on Nov. 24.
