Fugitive Strangler Sought by NH Marshals

The New Hampshire Parole Board is looking for Richard Decelle, a fugitive with "an extensive criminal history."

This week’s New Hampshire Joint Fugitive Task Force Fugitive of the Week is Richard Decelle, 47, who is being sought on a parole violation by the New Hampshire Parole Board. Decelle was convicted and sentenced on a second-degree assault by strangulation charge. He was later released on parole that he allegedly violated last year.

In October 2014, Decelle was arrested by Concord Police and charged with driving while intoxicated, resisting arrest or detention, and conduct after an accident, according to a post on Concord NH Patch.

Beyond those two arrests, Decelle, according to U.S. Deputy Marshal Jeffrey White, has “an extensive criminal history that dates back to the mid-1980s.” He was last known to live in Bradford, where he has family and friends, but “could be anywhere at this time,” White noted. The warrant was issued last December.

Decelle is 5-feet, 10-inches tall and weighs about 200 lbs. He has blonde hair and blue eyes with a light skin tone. Decelle also has tattoos on his arms and right shoulder.
