Federally funded Community Development Block Grants is a program administered by Housing and Urban Development and provides opportunities for towns and cities to enhance their communities.
One of the main goals of the CDBG program is to ensure decent affordable housing, provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. One important facet of the program is that proposed projects engaged citizens of the community and benefit low- to moderate-income neighborhoods.

Matters overseen by Nashua’s Urban Programs Department:
The City of Nashua is an entitlement community. Meaning we receive Community Development Block Grant (CDBG) and HOME Investment Partnership funds from the U.S. Department of Housing and Urban Development (HUD) each year. These funds are based on a formula and announced each year by HUD. In order to receive these funds, the City of Nashua must prepare a "Consolidated Plan" for approval by HUD at least every five years and an Annual Action Plan for each of those five years.
The Consolidated Plan is a strategic plan that provides a course of action for building livable communities throughout the City. The Plan describes the City’s goals and objectives to address priority needs related to affordable housing, homelessness, non-homeless special needs populations and community development, which includes economic development, revitalization, community infrastructure, and public services.
The Board Of Alderman voted to approve the 2010-2015 Consolidated Plan, the FY2011 Annual Action Plan and an updated Citizen Participation Plan on June 8, 2010. HUD approved of these plans on August 18, 2010 (retroactive to July 1, 2010) Copies of these Plans are available electronically below and for review at the Urban Programs Department and City Clerk’s Office at Nashua City Hall, 229 Main Street, Nashua; and the Reference Department, Nashua Public Library, 2 Court Street, Nashua.

Nashua's three stated priority goals from the FY 2012 Action plan:
- GOAL I: DECENT, AFFORDABLE HOUSING: Provide decent, affordable housing for the community’s lowest income households, including households with special needs.
- GOAL II: EXPANDED ECONOMIC OPPORTUNITY: Create economic opportunities for residents and businesses in low income areas of the community.
- GOAL III: SUITABLE LIVING ENVIRONMENT: Improve the living environment/quality of life in low-income neighborhoods.
