According to Lt. Joel Dolan of the Salem Police Department, officers were called to the Walmart at just before 5 p.m. for a report of a man attempting to enter several cars in the north parking lot. They then learned that there was a second man also involved in the incident.
The officers later found two men matching the description of men and both reportedly gave conflicting reports as to why they were in the lot.

“The male that had been attempting to gain entry into the vehicles stated he was there to purchase clothes for his job as a flagger,” Dolan alleged. “After speaking with the males, and observations made at the scene, the officers grew more suspicious of their activities.”
One of the men, Garcia, reportedly gave consent to search him and officers allegedly found with two Xanax, “a black sticky substance that later test positive for heroin,” and some marijuana. He was arrested, held on $3,000 cash bail, and scheduled to be arraigned in Salem District Court later today.
Carrier was taken into custody on outstanding warrants out of Hillsborough County. One was for an indictment on a possession of controlled drug charge, according to Dolan. He was released to officials from the county.
According to online reports, Garcia had a run-in with the law earlier this year.
Garcia was arrested in April in Nashua after allegedly trying to break into a home but he was confronted by the homeowner and fled the scene, according to a post on Nashua Patch. He was indicted in July on that charge as well as a felony possession of a narcotic drug charge.
