Nottingham Woman Arrested On 7 Theft Charges: Portsmouth Police Log

PORTSMOUTH, NH — John C. Frisco, 25, of Main Street in Saugus, Massachusetts, was arrested at 2:29 a.m. on Sept. 18, 2022, on theft of services and criminal mischief charges. Police were sent to Maplewood Avenue for a report of a fight that moved into a parking lot. One man was arrested.

Peter C. Nowicki, 46, of New Castle Avenue in Portsmouth was arrested at 11:40 p.m. on Sept. 17 on a domestic violence-simple assault charge. Police were sent to the address after a report of a fight.

Tonya M. Bickford, 41, of Merry Hill Road in Nottingham was arrested at 6:01 p.m. on Sept. 17 on a warrant as well as seven theft charges. She was arrested by Nottingham police on a Portsmouth warrant.

Tyler Cecil Plaisted, 18, of Washington Street in Rochester was arrested at 9:47 p.m. on Sept. 16 on a driving while intoxicated charge after police were sent to Sherburne Road for a report of a driver who was not conscious or breathing. The man was taken to the hospital.

Elaina M. Lamprey, 53, of Cimarron Drive in Seabrook was arrested at 12:32 p.m. on Sept. 7 on a driving after revocation or suspension charge after a stop at Peverly Hill Road and Banfield Road.

Tara Hosmer, 41, of Gosling Road in Portsmouth was arrested on Aug. 31 on a bench warrant. Police were sent to Weald Road for a harassment complaint. A check of Hosmer found an electronic bench warrant out of Hampton District Court on a theft charge and she was arrested.

Heather L. Epling, 30, of Stage Road in Nottingham was arrested at 3:29 p.m. on Aug. 31 on a fugitive from justice charge. She was arrested on a Rochester police warrant. Epling is due in Strafford County Superior Court on Oct. 13 for arraignment.

Richard T. Will, 40, a homeless man now located in Portsmouth, was arrested at 1:21 p.m. on Aug. 31 on felony taking a firearm from a law enforcement officer, resisting arrest or detention, and two simple assault charges. He was arrested by Concord police on a warrant. Will was arraigned on Sept. 1 in Rockingham County Superior Court and held on preventive detention. He is due back in court for a dispositional conference on Oct. 6.

Todd Whitney Plimpton, 71, of Woodridge Road in Durham was cited at 12:33 p.m. on Aug. 31 on driving after revocation or suspension and suspended registration charges after a stop at Dennett and Bartlett streets.
