Portsmouth Police Commission Meets Tuesday

The meeting will be held at 3:30 p.m. at city council chambers.

PORTSMOUTH, NH - The Portsmouth Board of Police Commissioners will meet at 3:30 p.m. on Tuesday, Jan. 2016. The meeting will start and is expected to go into non-public session. A public session will resume after the non-public session. Here’s the agenda for the meeting.

NOTE: The meeting will start at 3:30 p.m. in the Eileen Dondero Foley Council Chambers. It is anticipated the commission will go into a non-public session immediately, as provided for under RSA 91-A. The public session will then resume in Council Chambers whenever the non-public session is finished, which should be at or about 5:00 p.m.

December 9th, 2015, and January 4, 2016

VII. NEW BUSINESS:

A. POLICE COMMISSION:

1. Election of Commission Chair and Clerk of the Commission for 2016.

2. Swearing in of interim Chief of Police David J. Mara – City Clerk Kelli Barnaby will administer the Oath of Office.

3. Selection by Lot of a police commissioner to serve a one-year term as a member of the City’s Board of Ethics, should the Board of Ethics be convened. (Memo from City Legal attached.)

4. Rules and Regulations: Discussion of a work process going forward to craft rules and orders for commission proceedings and a framework of SOPs for the conduct of commission business.

5. Personnel items that require action:

a.) Accept the resignation of Communications Manager Gil Emery. (Anticipated Action: A motion will be made to accept the resignation of Communications Manager Gil Emery effective December 31, 2015.)

B. CHIEF OF POLICE:

1. Recognition of Ms. Claudia LeBlanc for her many years of service doing blood draws in support of the Portsmouth Police Department’s sobriety checkpoints.

2. Recognition of Portsmouth Explorer Cadet Acadia Spear, for her quick thinking response to a medical emergency that occurred during a school club function.

3. Recognition of Officer Erik Widerstrom for his work in solving the string of Mobil Mart thefts.

4. Recognition of Detectives Rochelle Jones and Rob Munson for their “Santa & Reindeer” charity work during the 2015 Christmas Season.

5. Grants & Donations:

a.) Donations in support of the Explorer Cadets as follows:

1.) $34.77 from Dr. David Ferland

2.) $129 from Dr. David Ferland

3.) $850 from the Friends of the South End

(Anticipated Action: A motion will be made to accept the donations of $34.77, $129, and $850 in support of the Explorer Cadets and forward them to the city council for their action.)

b.) Donation in the amount of $500 from the Newburyport Five Cents Savings Bank (Anticipated Action: A motion will be made to accept the donation of $500 from the Newburyport Five Cents Savings Bank and forward to the city council for their action.)

c.) Grant – New Hampshire Highway Safety Grant in the amount of $13,798 for DWI patrols. (Anticipated Action: A motion will be made to accept the New Hampshire Highway Safety Grant in the amount of $13,798 for DWI patrols, and forward it to the city council for their action.)

7. Letters of Thanks and Appreciation from Outside the Department:

a. A letter of thanks from Mr. Tod O’Dowd for the actions of Officer Scott Pearl.

b. A letter of thanks from Ms. Cynthia Shanley, the Supper Club Coordinator at Living Innovations for the dedicated service of Officers Drew, McCarthy, and Krans and Explorers Lexi McNally, Acadia Spear, Jobin Chavez, and Tyler Bartlett over the past year.

IX. MISCELLANEOUS/OTHER BUSINESS – None

X. NEXT COMMISSION MEETING – The next commission meeting is tentatively scheduled for the week of January 18th. This will most likely be a day work session open to the public to begin the business of crafting rules and orders.
