WV Man Arrested For DWI After Hit-And-Run Crash: Portsmouth Police Log
Plaistow and Portsmouth women were arrested for DWI; a man was charged with assault for allegedly putting out a cigarette on a woman's arm.

PORTSMOUTH, NH — Joshua Nelson, 22, of Sand Pond Road in Limington, ME, was arrested on Aug. 27, 2017, for possession of drug in a motor vehicle and possession of controlled/narcotic drugs. Also arrested was Riley Thibodeau, 19, of Teds Lane in Parsonfield, ME, for possession of controlled/narcotic drugs, and Nicholas Davis, 38, of Jackson Street in Concord, on five warrants. At 8:13 p.m., police stopped a vehicle on Islington Street where one man had a warrant out of Epsom. After confirming the warrant, three men were arrested.
Joseph Lepine, 27, of Howard Brook Drive in Rochester, was arrested on Aug. 27, 2017, for receiving stolen property. At 1:38 p.m., police reportedly stopped a stolen vehicle on Gosling Road and the Spaulding Turnpike on the northbound side. He was arrested and held.

Megan R. Finney, 24, of South Street in Portsmouth, was arrested on Aug. 27, 2017, for aggravated driving while intoxicated. At 1:16 a.m., police on Lafayette Road spoke to a woman reportedly sleeping in her vehicle. After a field sobriety test, she was arrested. A man was also taken into protective custody due to alleged intoxication. Emre Pepenoglu, 23, of Gorges Road in Kittery, ME, was arrested on Aug. 26, 2017, for driving after revocation or suspension and operating without a valid license. At 11:25 p.m., police stopped a vehicle on Sagamore Avenue near Wentworth Road for motor vehicle offenses.

Cara Dolan, 31, of Old Woods Road in Northwood, was arrested on Aug. 26, 2017, for possession of controlled/narcotic drugs and default or breach of bail conditions. At around 7 p.m., an officer was flagged down and told about a woman “screaming in the woods” behind the Portsmouth Ford-Kia location. The woman was taken into custody and held at the Rockingham County Jail.
Anthony S. Blankenship, 41, of Anheuser Drive in Charleston, WV, was arrested on Aug. 26, 2017, for driving while intoxicated and conduct after an accident. At 5:57 p.m., a caller reported a hit-and-run incident on Lafayette Road involving a white Ford pickup truck with Mass. plates reportedly striking a Honda Fit near Greenleaf Avenue. A BOLO – be on the lookout – call was put out and the suspect vehicle was found at the Quality Inn on Lafayette Road with front-end damage. A man in one of the rooms reportedly wasn’t answer the door but later, police spoke with him and he was arrested.
Michael Bailey, 40, of Burkitt Street in Portsmouth, was arrested on Aug. 26, 2017, for domestic violence-simple assault. At 4:44 p.m., a woman called police to report that a man allegedly put a cigarette out on her arm. The woman’s son reportedly chased the man out of the home with a sledgehammer, according to dispatch. The man was arrested and then bailed. Police were sent to the home for a civil standby.
Caleigh Ouellette, 25, of Windsor Court in Plaistow, was arrested on July 28, 2017, for driving while intoxicated. At 2:07 a.m. on Lafayette Road, police allegedly found a vehicle parked in the roadway after an Uber driver reported that the vehicle was “all over the road.” The vehicle left the scene and police caught up to it and alleged it had no lights or directionals on. After field sobriety tests, the driver was arrested.
James C. Crosman, 61, of West Street in Biddeford, ME, was arrested on a bench warrant on July 27, 2017, after a vehicle parking complaint on Congress and Chestnut streets at 7:52 p.m. A complainant reported that a vehicle was parked in a loading zone for about 40 minutes. A check of the registered owner yielded a warrant for driving after revocation or suspension.
David Green, 34, of Wildflower Circle in Somersworth, was arrested on July 27, 2017, for driving after revocation. At 8:24 a.m., an officer stopped a vehicle on Maplewood Avenue for a suspended license.
