Instead of the Charles Wheeland approach, I prefer the Augustine Frederic Von Hayek approach. http://mises.org/journals/qjae/pdf/qjae5_3_3.pdf Children and taxpayers alike would best be served if the parents and schools could freely associate as they so choose.
After Katrina, Charter Schools sprang up spontaneously and have thus far dramatically improved education in the devastate areas. Public schools with their top down approach failed the public badly.

When I spoke to the leaders of some of the highest performing Charter Schools in the U.S., they told me that New Hampshire laws preclude first rate schools. So the way to handle the Black Swan effect is to bring funding for Charter Schools to at least 80 percent of the funding for government run schools and even more importantly remove the onerous restrictions placed on all schools such as teacher certification which guarantees mediocrity.
