Lynn Felon Arrested On Stolen Gun, Drug Sale Charges: Salem Police Log
Plus: Pair from Haverhill arrested on shoplifting charges; Lawrence woman, Windham man arrested on DUI charges; warrant arrests.
SALEM, NH — David Ragazzo, 50, of Main Street in Salem, was arrested at 8:36 p.m. on March 25, 2025, on a bench warrant. He was arrested after a well-being check at Macy’s at the Mall at Rockingham Park of a man who was not waking up, according to a report. Salem fire and rescue teams were also sent to the mall to check on the man. The man was then found to have an electronic bench warrant and he was arrested, police said. He was released on personal recognizance and taken to the Rockingham County Jail for protective custody, a report stated.
Linda M. Castro, 25, of Green Street in Haverhill, Massachusetts, was arrested at 1:18 p.m. on March 24 on a willful concealment charge. Also arrested was Alexya Jordan Huertas, 25, of Green Street in Haverhill, MA, on a willful concealment charge. They were arrested after police were sent to Walmart on North Broadway Street for a shoplifting incident, police said. Both were released on personal recognizance.
Megan Laurel Whittier, 52, of Roosevelt Road in Billerica, MA, was arrested at 9:05 a.m. on March 24 on a bail jumping charge. She was at MCI-Framingham in Massachusetts, brought back to Salem, and then taken to the county jail, a report stated.

Nicholas R. McKinnon, 28, of Eddy Road in Manchester, was arrested at 8:46 a.m. on March 24 on a warrant as well as a false report to law enforcement charge. Also arrested was Vanessa Lynn Spear, 33, of Merrimack Street in Manchester on a false report to law enforcement charge as well as three warrants. Officers were sent to the Red Roof Inn on Red Roof Lane for a warrant arrest. Officers were attempting to arrest two people staying at the motel, but they were accused of refusing to answer the door, a report said. Later, they were both arrested and taken to county, police said. A search warrant was requested for the motel room, according to a report.

Marcela Ivana Rizzo, 45, of Mount Auburn Street in Lawrence, MA, was arrested at 7:03 p.m. on March 9 on driving under the influence-second offense, resisting arrest or detention, and two endangering the welfare of a child charges. Police were sent to the Fun City Trampoline Park on South Broadway Street for a report of an unattended child, according to a police report. A child called police and reported they were left at the facility, according to a report. An officer contacted a parent, she arrived at the facility, and police accused her of drunken driving, the report stated. She was arrested and released on personal recognizance to a sober party while the child was also released to a sober person, police said.
Josue Recio, 36, of Barrington Street in Lowell, MA, was arrested at 5:10 p.m. on March 9 on a disorderly conduct charge. Police were sent to Panera on Cluff Crossing Road for a report of a man, wearing all black, walking in the middle of the road, according to a report. He was later arrested and held on an involuntary emergency admission and taken to the Parkland Medical Center, police said.
Clive Edward Jacobs, 64, of Flat Rock Road in Windham, was arrested at 10:44 p.m. on March 8 on DUI and DUI-adult greater than 0.08; minor more than 0.02 charges after a motor vehicle stop at Granz Turf Depot on North Broadway Street. He was arrested, released on personal recognizance, and given a courtesy ride home to Windham, police said.
Michael Joseph Debiase, 30, of Munroe Street in Lynn, MA, was arrested at 9:20 a.m. on March 2 on hand guns-armed career criminal, receiving stolen property-less than $1,000, receiving stolen property-stolen fire arm, two felon in possession of a dangerous weapon, three possession of controlled drug-sale, two deal-possess prescription drugs, and eight possession of controlled drug charges. He was arrested on a warrant at police headquarters, a police report said.
