One of the witnesses stated that there were two children in the vehicle and a dog, according to Capt. Joel Dolan of the Salem Police Department.

Officers approached the woman who was allegedly attempting to walk away from the vehicle.

“As the officers spoke with the female they noticed obvious signs of impairment and narcotics use,” Dolan stated. “The female further indicated she had just traveled to Lawrence, MA, to purchase heroin and that she had been ‘nodding off’ just before striking the parked vehicle.”

Officers allegedly found “several bags with a powdery substance that were in the vehicle with the children, ages 8 and 9,” according to Dolan, and the driver – Breau – was arrested.

“While Breau was in the holding cell she removed a hospital bandage and several sutures causing a large amount of blood to spill onto the floor on the cell block area,” Dolan added.

Breau was held on $1,000 cash bail and arraigned this morning. She was released on personal recognizance bail.

Breau, who previously lived in Penacook and Concord, was arrested twice in 2014 for theft and on a bench warrant, according to posts on Patch.
