Mayor Bill de Blasio said the crawler crane was being brought down to be secured when it collapsed and workers were directing traffic away from the site.
The company that owns the crane, Bay Crane, has a safety standard that requires the crane to be brought down if winds are projected to reach 25 miles per hour. De Blasio said the standard was lower than most companies.
Neither Bay Crane nor Galasso Trucking and Rigging, the company that operates the crane had any recent violations.
