Caldwell Police Charge Man They Say Was Walking Down Road With Handgun
The Caldwell police said the serial number to the man's handgun was defaced. He was charged with four offenses.
CALDWELL, NJ — The Caldwell police arrested and charged a man on Sunday whom they said was walking down a street in Caldwell while in possession of an illegal handgun.
Police said in a release on Monday that Silviano Luis-Baragan was charged with unlawful possession of a handgun, possession of a weapon for an unlawful purpose, possession of a defaced firearm, and possession of high-capacity magazine.
Police say that on Sunday, they received information that Luis-Baragan was carrying an illegal handgun. Officer Cunningham observed a male matching his description walking down Elm Road toward Bloomfield Avenue.

Cunningham and Sgt. Stabile stopped the man, confirmed his identity, and arrested him.
"While at Police Headquarters, officers observed the serial number to the handgun to be defaced and the handgun contained a high-capacity magazine," police said.

Luis-Bargan was charged and transported to the Essex County Jail pending a detention hearing.
