Twin Girls Lose Parents After Murder-Suicide in Philadelphia
Heated argument turns deadly after husband fatally shoots estranged wife before turning the gun on himself
37-year old Linda Rios-Neuby was fatally shot three times in her home off Meridian Street in Philadelphia, as her husband laid lifeless with a gunshot wound to the head and a loaded gun at his feet.
Haywood Neuby, a 43-year old mental health worker in South Jersey, was allegedly estranged from his wife for several weeks and had come over in the morning to visit their twin daughters, aged 4. According to their babysitter, who had arrived to the home to take care of the girls, a heated argument broke out between the couple and that's when three gunshots were fired in rapid succession before Neuby fatally turned the gun on himself.
Rios-Neuby worked as a beloved member of the Philadelphia City Council as a Director of Human Resources. She had been at the Philadelphia City Council for two decades since first interning there as a teenager. Co-workers of Rios-Neuby remember her as a bright spot of their day, friendly and devoted mother.

Daryl Clarke, the City Council President released a statementon the devastating incident stating:
"Words cannot describe the heartbreak I feel today. Linda Rios was more than a dedicated public servant; she was a beloved colleague and friend to so many in City Council, she was a loving mother to two little girls, she was a counselor in whom everyone could confide. I am so sad and angry that she died this way.

I will have more to say in the future about the role of guns in this tragedy, and the scourge of domestic violence, but for now I join my colleagues and all City Council staff in mourning this tremendous loss."It will take some time, but I'm going to try to remember Linda at her happiest - her beautiful smile and infectious joy as she carried those beautiful twins four years ago, never slowing her pace at work until nature forced her to do so.
City Council is a family. We're going to make sure Linda's daughters know this, and that they have every opportunity to grow into the healthy, cherished adults Linda dreamed they would be."
