After arriving at the scene, said reports, officers were able to locate Richardson a short distance away.
Police, who then advised Richardson she was being placed under arrest, said a lawful search of Richardson's person was conducted.
During the search, Richardson was found to have three small pipes in her possession, which police said are commonly used to smoke controlled dangerous substances (CDS).
At the time of her arrest, police said Richardson was not found to have any CDS substance on her person.
Richardson was transported to Collingswood Police Department headquarters, said police, where she subsequently resisted being processed by officers.
Police said Richardson was charged with possession of drug paraphernalia, and also with obstructing administration of law or some other governmental function.
