Belleville resident Fernando Massa, 35, was arrested on Saturday and charged with possessing under 50 grams of mariijuana and drug paraphernalia.   Officer Spencer Durkin stopped Massa's vehicle on North Avenue, close to Elizabeth Avenue, after spotting him using a cell phone while driving. Upon further investigation, the officer took Massa into custody around 6:35 p.m. for the drug charge. The driver was also issued a summons for talking on his cell phone while operating a vehicle.
