July 7 Primary Election Voter Information
Information Regarding the July 7th Primary Election:
On May 14, 2020 Governor Murphy issued Executive Order 144 ordering the July 7, 2020 Primary Election to be conducted primarily by Vote-By-Mail ballots with at least one polling location to be open in each municipality.

Vote-by-mail ballots will automatically be sent to all “active” registered Democratic and Republican voters without applying for the Vote-By-Mail ballots. Vote-By-Mail applications will automatically be sent to all “active” voters who are registered as Unaffiliated and all “inactive” registered Democrats, Republicans and Unaffiliated voters. If you send in the application, a Vote-By- Mail ballot will be mailed to you. All Vote-By-Mail applications and return envelopes will have prepaid postage.
If you receive a Vote-By-Mail ballots for the Primary Election you will NOT automatically receive a Vote-By-Mail ballot for the General Election; this Executive Order is specific to the Primary Election on July 7.

If you do not wish to mail your ballot, drop boxes have been installed at the five locations listed below in Morris County. You may drop your ballot in one of those boxes. The boxes are all located outside the buildings listed and are under surveillance 24/7. They resemble a USPS Blue Mailbox, but are Red, White & Blue and display “Morris County – Official Ballot Drop Box.”
The Vote-By-Mail ballots will be picked up on a daily basis and brought to the Board of Elections. All Security measures will be followed when collecting and transporting the Vote-By-Mail ballots. Vote-By-Mail drop boxes will be closed at 8:00 pm, close of polls on Tuesday, July 7. Locations are as follows:

If you have not received your ballot or application, you should contact the Morris County Clerk’s Office directly at (973) 285-6120.
Please note this is primarily a vote-by-mail election. Only voters who are blind or disabled to the point of not being able to fill out a paper ballot will be able to vote on a machine at the polls. The machines at the polls will be ADA-accessible voting machines. Any other voter who appears at a polling place on Primary Day must vote by a provisional “paper” ballot. Again, only a voter with disabilities may vote on the machine that has been specifically designed for blind or disabled voters who are unable to write or fill out a paper ballot. If you are blind or disabled you will be given a headset and an accessible device to allow you to cast your votes.
Please note that Vote-By-Mail ballots may not be taken to the polling locations. They will not be accepted!
In addition to changes to the voting methods, the Executive Order requires poll workers to adhere to CDC guidelines as of July 7 regarding face coverings while in the polling place and requires poll workers to wear gloves when in contact with voters.
The Executive Order strongly encourages voters to adhere to CDC guidelines as of July 7 regarding face coverings while in the polling place, however, entry into the polling location cannot be denied for not wearing a face covering.
In addition to the changes at the polls, the order also suspends the requirement that Vote-By-Mail ballots be counted prior to the closing of polls. Instead, ballots may continue to be counted beyond the close of polls and continue until the counting is completed. To be considered valid the Vote-By-Mail ballots must be postmarked on or before July 7, 2020 and received by 8:00 p.m. on July 14, 2020.
