East Windsor Man Pleads Guilty To Child Sex Assault: Prosecutor

EAST WINDSOR TOWNSHIP, NJ — An East Windsor man pleaded guilty Friday morning to two counts of second-degree of endangering the welfare of a child, Mercer County Prosecutor Angelo J. Onofri said.

Menachem A. Chinn, 40, a former teacher at the Shalom Torah Academy in Monmouth County, admitted to the sexual assault of two children, including one at the academy, Onofri said.

In one instance, he admitted to touching the genitals of a child at Chinn’s home in East Windsor. In the second incident, he admitted to having a second child touch his genitals while at the academy, according to Onofri.

He was charged with one assault in April. Following media reports of Chinn’s arrest, a second victim reached out to law enforcement with a second round of accusations.

The incident at his home was said to have involved a 12-year-old boy. In the charges that were filed in May, Chinn was accused of inappropriate sexual contact with one of his students on a number of occasions between July 2010 and May 2011.

Chinn faces a five-year suspended prison sentence as part of the plea deal. He would also be sentenced to parole supervision for life and would have to register as a sex offender under Megan’s Law.

He would be barred from teaching and ordered to have no unsupervised contact with children under the age of 18.

Lastly, he will be required to undergo a psychological evaluation and comply with any and all prescribed treatment. Sentencing is scheduled for Oct. 13.
