Grand Jury Makes Decision Regarding Criminal Charges In Death Of Evesham Man

The grand jury was investigating the September 2020 death of Richard Belline, 37, of Evesham.

TRENTON, NJ — A state grand jury voted not to file any criminal charges against several members of the Voorhees Police Department regarding the death of an Evesham resident, New Jersey’s attorney general said.

The officers involved in the incident were Officers Thomas Bordi, Michael Marchitto, Kenneth Fowlkes and Jack Kluk, authorities said.

In September of 2020, Richard Belline, 37, had fled police custody after crashing into a curb at the Voorhees Town Center, according to the attorney general. After his arrest, Belline said he did not feel well, asked for help and said he had used methamphetamine, the attorney general continued.

Belline was taken to Jefferson Stratford Hospital and died less than an hour later, the attorney general said. His autopsy showed Belline died from “methamphetamine intoxication and excited delirium,” according to the attorney general.

State law requires the attorney general’s office to investigate the deaths of all individuals who die while in police custody and for a grand jury to determine if the evidence supports the return of an indictment against the officer or officers involved, the attorney general said.
