According to Phillipsburg police, it was a Phillipsburg Animal Control Officer who identified one of the suspects responsible.

The arrests allowed authorities to enter one of the suspects’ homes and rescue an additional 20 animals, police said.

It's not clear why the suspects had so many dogs and animals at this time, nor why they abandoned them.
