Trooper Disciplined For Beating Man Sues State

One of two officers involved in the excessive force beating of a Hackettstown man has filed suit against the state, saying it exceeded a statute of limitations.

New Jersey State Trooper Keith Juckett is contesting that the state police did not notify him within 45 days after their investigation was completed, as a 2002 law states is necessary, according to a report on nj.com.

Juckett, along with Staff Sgt. Richard Wambold, Jr. are accused of using excessive force on James Bayliss during a traffic stop in 2009. Bayliss, then-21-years-old, is mentally disabled as a result of a car crash four years prior.

Juckett filed suit in January, claiming it took the state 71 days to file disciplinary charges against he and Wambold, exceeding the 45 day statute, nj.com reported.
