Officers on scene believed Lee to be under the influence due to his "erratic behavior, bloodshot eyes, and incoherent statements being made," police said. He also refused to provide ID, police said.
Then, at one point, "he began to walk away from the scene and when officers told him to stop, Lee took off running," police said.
Officer Calderon ran after him and caught him near 200 Court St., police said.
Other officers helped handcuff Lee and walked him the block to headquarters.
There, police say, "The suspect admitted tohsmoking marijuana and consuming alcohol before he got behind the wheel." But he refused to take a sobriety test or breath samples. Police issued a "blood draw warrant."
Lee was charged with driving while intoxicated, endangering the welfare of a child, assault by auto, obstruction, refusing to submit to breath testing, reckless driving, failure to exhibit insurance, and failure to exhibit a driver's license.
As per John’s Law, Lee was released into the custody of a responsible party.
No other information is available at this time, police said.
