HOBOKEN, NJ — The Hoboken City Council will vote this week on the new mayor's plan to restructure city government, and on a resolution addressing immigration agents' presence in town.

Mayor Emily Jabbour said she will reorganize two City Hall departments to make the city more efficient and "people-focused."

Her plan will consolidate several city departments into:

  • Department of Infrastructure, including Capital Planning, engineering, Public Works, Facilities, Information Technology, and sustainability and resiliency efforts. The city will dissolve the Department of Parks, Recreation, and Public Works and the Department of Climate Action and Innovation.

City Business Administrator and Chief Sustainability Officer Jennifer Gonzalez said the structure allows for better long-term planning, maintenance of city assets, and sustainability efforts.

The city will also establish a new Division of Public Engagement within the Department of Administration. This division will report to the business administrator and the mayor’s chief of staff to help foster communication between the city and community.

“Strong cities are built on trust, and that is only possible with a transparent government that keeps the public informed,” said Jabbour.

The council can vote to introduce the proposal at Wednesday's meeting. It would come up for a hearing and final vote at a future meeting.

ICE Resolution

Local activists have submitted a resolution to the city that condemns the fatal shootings of Renee Good, Alex Pretti, and Keith Porter Jr. by federal immigration agents and "reaffirming Hoboken's committment to civil rights, due process, and the New Jersey Immigrant Trust Act."

The resolution also says, "Forty deaths in 2025-26 inside detention facilities, including Haitian immigrant Jean Wilson Brutus, at Delaney Hall in Newark, NJ, have raised serious and urgent concerns regarding the use of force, accountability, transparency, and oversight in federal civil immigration enforcement."
